I want to put a note on my listings explaining that delivery of packages might be delayed because of a potential rotating Canada Post strike, but I can only see a way to do each on individually.

The problem with putting it in the description is that I find a lot of buyers don't actually READ the descriptions. I found I could add a note to each individually and it would come at the top of the listing, much easier to see. I just don't feel like doing it to over 600 listings individually.
I might just have to try the "add to description" option and hope at least some buyers will see it.

The other place it "could" be added is the payment instructions. If they are serious about buying it's likely place for them to notice this info. And easier to batch remove when things change.

Thanks for the helpful suggestions. I will try the "adding to payment" one. I hate to close my store, it has been very slow so far this year, but this time of year is best for selling for me as I mostly sell craft items and people purchase to make Christmas gifts.
