Not sure how you could get a buyer to pay before the listing has ended. Have a look at this page:

An item simply cannot be paid for until item has ended, auction or fixed price. Send an invoice if item has ended.

ummm the item hasnt sold if it hasnt ended, either auction, BIN or best offer. maybe you are agreeing on a price through messaging? in that case, your SOL.

I guess you mean the person has bought the item but has not paid. The listing is no longer active, whether auction or Fixed Price.
So:
You can send an invoice to the buyer.
EBay will send an invoice to the buyer, if you have indicated shipping to the buyer's location.
You are allowed to send notes to your buyers. A polite note asking if the buyer "needs help with Paypal" after two or three days should remind some buyers.
If the buyer has not paid after 4 days* (96 hours) you can start an Unpaid Item Dispute. Close it after 4 more days. You get your fees back, the deadbeat gets a Strike that makes it harder for her to bid on eBay. She cannot leave feedback.
You can set your Seller Preferences to Block bidders with UID Strikes. You can also Block bidders without active Paypal accounts , although a lot of these are newbies who are anxious to buy buy buy.
You can use Fixed Price Listings and set your Seller Preferences to "Immediate Payment Required". If the bidder does not pay, the listing remains active until somebody does.
Your items (bejewelled flip-flops) may appeal to a demographic that is impulsive and poor at followup. If you agree, seriously consider the IPR. And use the fastest possible shipping service, cause they will whine.
I also notice that shipping a pair of shoes to me by UPS would cost $15 or so. Have you checked to see that this is the least expensive service? Everyone hates to pay for shipping and the lower you can get the cost,the better. Shipping costs are something that many bidders don't consider until they have bought. Then they get annoyed and disappear. Again, look at your demographic.
Also: the jewelled dog collars. If the price is for ONE collar, show only ONE collar. You can use the other pictures to show other colourways. I actually thought you were selling bracelet bundles until I saw that they were real Swarovski and made in the USA. (Fake stones and Chinese manufacture could cover the cost for a batch, eh?)
It is better to have a dozen listings with four colours offered in each listing, than to have one listing with 48 colours listed, in my opinion. Partly for the reason above, and partly because too much choice becomes confusing and people move on.

If you had a time machine, you could travel back to 2007 when ebay was fun and you could leave negative feedback for the buyers.

true. the negative feedback was a good thing for sellers. now too many buyers threaten a seller with it as leverage.
