I usually assume that he reads the answers and realizes that if he filled in the blanks other posters would notice that he was being incredibly obtuse about the problem and covered in blushes, goes back into hiding.

eBay ID says that OP is the "silent" one.

He bought 3 items at 139 each, I didnt use signature which was stupid on my part.

I sent it airmail to Tennessee, its been around 15-20 days, and he doesnt answer any of my emails. I used exp with canada post. All he said was "its taking too long I already ordered from someone else so i dont need these" and clicked the escalate button

"I sent it airmail"
Do you mean Small Packet Airmail? - that is not covered by PayPal Seller Protection Policy
or Expedited or XpressPost? - which include tracking and are covered by PayPal Seller Protection Policy

"I get a lot charge backs so I usually wait and buying 3 of the watches was suspicious"
???
The buyer has over 800 feedback rating. Have you checked his other feedback? his other recent purchases?
What exactly do you mean by "usually wait"?
Did you wait more than seven days from time of payment until you actually shipped?
As you may know, PayPal requires shipment within seven days of payment.

15-20 days is way beyond eBay's and CP's delivery estimates for seller efficiency. I use small packet and I am fairly confident that my packets arrive in well under 10 business days, to the US.
I ship same day or next business day in the event of weekends or holidays. Why do you "usually wait" as my packets would be in the buyer's hands by then?
You have a tracking # so you used Expedited. That has insurance.

Go to Paypal, appeal the case and give the tracking number.
If Canada Post now says the item has been delivered, let the PP clerk know that.
They may refund you (without taking the original refund back from the buyer).
If you don't ask, they can't say yes.

"Why should the buyer have to wait three weeks...'
Because the seller did not ship the same or next day or following day or the day after that or the day after that....
I guess the buyer eventually got impatient and filed a claim for non-receipt.
We do not know if there was "tracking" or not. The fact one can "track" a parcel with Canada Post does not mean that "tracking" is acceptable to PayPal.
I regularly ship parcels "parcel post" through Canada Post. I get a so-called "tracking" number allowing me to see online when the parcel is delivered. However, I realize and accept that this "tracking" is not acceptable by eBay or PayPal in case of claim for non-receipt.

We know the purchases were made on May 25th. We do not know when the purchases were paid. We do not know exactly when the seller actually shipped. We do not know exactly what postal service was used. I lot of guesswork here based on what we, as sellers, would do, not necessarily what the original poster did.

After May 14.... No signature confirmation required?????

Frankly I do not know.
The PayPal pages I read (link above) still requires signature for Cdn$ 325 while other pages indicate a change of policy dated May 14th more than doubled the transaction value requiring signature.
Not unusual for eBay/PayPal to supply contradictory information to members.

If I understand you correctly, you mean Expedited Parcel (air service, which does have tracking to the U.S.).
Sometimes I find that Expedited can take 6 or 7 days during a busy time, or if the item is valuable and gets hung up in U.S. Customs. You mentioned a value of ca. $420.00 -- that would be enough to attract duty, and might add a couple of days to the transit time. Then, add another day or two if either you and/or your buyer was not in a major city. So in the case of this shipment -- including US Customs processing time -- you could possibly be looking at a total 10 day transit time.
In my view the mistake was waiting a week to ship. This added another 7 days, so your estimate of 15-20 days is about right, and the buyer became impatient, probably with some justification. Did you provide him with a delivery estimate once you did ship the item?
If you had shipped immediately, your buyer would have had his parcel a week ago, and would probably not have felt the need to open a case.
I understand the concept of waiting a week to ship so you can manage chargebacks, but you're risking defects at the other end due to delayed delivery. I'm thinking credit card chargebacks are probably more rare than the possibility of getting defects, opened cases, and cases without seller resolution that will be counted against your seller status. Also, there are steps you can take to avoid chargebacks in the first place, but not much you can do to remove defects and cases that are legitimate buyer complaints. It's just my opinion, of course, but I'd rather cover myself for known, foreseeable, and significant risks that will affect my seller status than for a very rare and ultimately less damaging risk.

Yup, I just took a look. Not the kind of replies that will generate trust and confidence. I usually look through a seller's record before I buy, and if I see bite-back responses, I decline to purchase and move on. Here's an example (a response to a buyer who stated he never received the item and was asked by the seller to wait up to 7 weeks (!) --

I would say the OP needs to take a hard look at his business practices...
