Keeping funds on hold even after buyer leaves positive feedback

I've been selling on eBay for the past year and a half. Usually the funds are released as soon as it ships out. I recently found out my two year old dog needs heart surgery, and if he doesn't get it soon he may not make it through the next few months. Knowing this, I sold an item for 2400 (about half of its marketplace value) because I needed the cash quickly. The product was shipped out on the 24th of June and the buyer has received the item and left positive feedback. I understand holding funds if the buyer hasn't received the item or isn't happy with it, but this is the complete opposite of that and it's beyond ridiculous.

I'm very sorry to hear about your dog.  

I can imagine it is frustrating but feedback in itself doesn't mean much to eBay. The buyer still has 30 days after delivery to file an item not as described claim and as you haven't been selling regularly and sold a fairly high priced item, ebay is holding the money in case a claim is filed.

You have to understand the rules and policies as it pertains to newer and/or occasional/infrequent sellers....

The very fact that after a few months lapse from selling, you listed and and sold a very high value item>THAT is the reason for the hold on your funds!

Sellers must maintain a consistent listing and selling record to enable eBay to assess their selling activities if they expect eBay to uphold a consistent payout schedule...

NEVER,EVER rely on any selling venue as a source of "needed" funds if you do not maintain a constant presence and/or consistent listing and selling record...

I had a similar issue on one of my newly created accounts - positive feedback received, funds still on hold. I called the CS and the funds were immediately released.

Yes I had the same result when I explained to the CS about my other accounts and asked for relief.
But the standard is:
Until you've been selling for 90 days and sold 25 items your payments will be held until tracking shows delivered, or in 21 days if there's no tracking. They can hold the payment for the full 21 days if you're selling in a high risk category. 

And it seems that "21 days" is more like 30 days for non-US sellers.
