Activating no longer seems to add to sellers hub. It also appears that on both dot ca and dot com sellers can no longer view expired offers. Another automagically.

Yes, that's the way it seems to be going lately with this type of promo...cannot view in Seller Hub, expired offers are missing, and there is no way to know if activating works or what the outcome may be if used...

For myself, If I do receive these offers and CAN use them, I only use if I have free listings to apply the promo to, as it is no longer worth the gamble...
