Items sent to abroad via PostNL were considereable undeliverable for some reason or another. What happens with undelivered packages? Do they disposed at PostNL facilities or go back to sender? Used Stallion Express who are telling me that they disposted at PostNL in the Netherlands. PostNL is telling me that items will be returned to me. Undelivered item from Dec. 2023 was not sent back.

Well first off, perhaps you need to check with the carrier(Stallion Express) for further information. I do know with Canada Post, there are some shipping methods for which we can provide instruction at time of purchasing the label, for what process is to be used if the package is undeliverable.

You used Stallion Express to ship to Europe.
Stallion's shipper delivered the package to PostNL (Netherlands Post Office).
PostNL has informed you that the package will be returned.
Undelivered item from Dec. 2023 was not sent back.
What does this mean? That you have not yet received it?
Was the destination in the Netherlands?
Was it underpaid?
Is the product allowed to be imported to the Netherlands?
Is the address Undeliverable (refused/not at this address/ unknown/ nosuch address)?
You can use babelfish or google translate to read any notices on the package in Dutch.
With the exception of underpaid, which is unlikely since you were using a respected forwarder, all the other scenarios would , in my opinion, come under "undeliverable".
And eBay does not require you to refund your customer a single penny for Undeliverable shipments.
In addition to Stallion, you should get in touch with your customer and explain the delay and the problem.
Use eBayMessages for this, and include your correspondence with Stallion and PostNL in the Message.
If the customer files an INR, you will need this and the tracking numbers to show that the Buyer is responsible.
If the shipper (Stallion and/or PostNL) is responsible, you may lose the Claim, since you hired them to complete the delivery.

Unsure what options Stallion gives you(the shipper) for refused or undeliverable. Prior to eBay Labels I used Shippo for 95% of my shipping. With Shippo and the detailed customs form it was a simple check to mark return to sender or dispose. Whatever works best for the seller and makes the most sence. With eBay labels there is no such check box. Going forward what gets returned is truly luck of the draw. Another advantage to the end postal service having access to either a phone/cell or email address.

It will not be returned to you, it may find it's way back the Post NL in the Netherlands, from there it probably ends up in a liquidation pallet somewhere.

If you use Canada Post online you can select to get these kinds of packages back, you pay the return postage.
Otherwise, you can select to have them "destroyed" or aka sold off...

Is that an across the board policy you've discovered regarding undeliverable mail? In the past you could mark RTS (refused) and items would be returned...mind you at original senders expense. From a quick google search on the subject the following:
Undeliverable mail is returned to the sender. If there is no viable return address, it is destroyed or recycled. Undeliverable and non-returnable parcels containing valuable items are auctioned.Jan 28, 2023

It is if you are using PostNL via Stallion.
It's a risk you take in exchange for paying half or less than what it would cost to use Canada Post (where you do usually get undeliverable shipments returned......EVENTUALLY....MAYBE....and at a cost usually).
