Tracking says delivered, but receiver did not get it

I bought an item that was shipped, with tracking, from Ohio to a receiver we have used for years without issue in Ogdensburg, New York. eBay's tracking says the item was delivered on May 11 to ZIP code 13669, which is the correct ZIP code. My receiver does not have it, and their policy is to sign for every tracked package they get because they are a business address. I went to the Global Postal Union tracking site and entered the tracking number, because GPU provides more details than eBay's tracking, but even there it just says "Delivered , , United States", which is not normal because GPU tracking always lists the final destination (i.e., city).

 

My receiver is recommending that I find out who signed for it, but I need to know who the final carrier was to do that. The listed carriers on the GPU site kick back and forth between Pitney Bowes and EasyShip, but DHL Express eCommerce and USPS are listed at some points as well. I have contacted Pitney Bowes and EasyShip, and they both said I need to go through eBay. No final carrier is listed on eBay either. Basically, someone seems to have messed up and delivered my package to the wrong location in Ogdensburg, but--typically--no one wants to admit is was them and assist in finding out where it went. Anyone have any ideas?

Have you tried looking the tracking up on the Parcelsapp website? Sometimes you can get some pretty detailed event scan information as well as specific carrier information.

Yes, that's more or less the same site as the Universal Postal Union. (I mistakenly called it the Global Postal Union in the initial post.) It's the one that usually provides at detailed final destination, but in this case it only has that "Delivered , , United States". I've also sent eBay and the seller emails, but they have not replied--at least, not yet. It's very frustrating.

It's puzzling that the eBay tracking information states that the item was delivered to the ZIP code in Ogdensburg when there's no site of delivery provided in the tracking histories you've been checking.

I did not know the  UPU offered a tracking service.

But I'm not sure a United Nations entity is likely to be the most up to date compared to  USPS /Canada Post.

Nor do they seem to track shipments using private companies like UPS or FedEx.

It has nothing to do with the United Nations, despite the fact that the UPU logo looks simialr to the UN one. (It predates the UN by several decades, having been founded in 1874.) It's also known as the World Postal Union, and it turns out its address is actually the Parcellsapp site marnotom mentioned: https://parcelsapp.com/en/carriers/upu. The tracking on that site is very detailed.

The UPU does predate the United Nations, having been founded in 1874.

But it is a United Nations agency.
