Why is it that according to my banks online account statement,as well as the printed snail mail version I recieve,both tell me that since I started using my Paypal account which has been fully funded through my Scotia
account,I have not had more then 768.98 go through it.
But just now I tryed to pay for a auction that was 5.25
USD,my Paypal account (Not Verified) now informs me
that I have reached the 1000 USD limit !?!?!?!?!?!!!!
Heck,even my own Paypal account history tells me I have not payed for or sent more then a grand total of 768$
USD in the last 5 months !!!! I have added all the transfers,payments and auction winnings I have used Paypal
for,but I am now getting messages telling me I cant use the account anymore until I input a credit card!!!!!!!
I have heard it written a million times on the forums here, "Once you go over a grand US,you HAVE to hand over your CC info" NO PROBLEM I say.... except I have NOT reached a 1000 dollars US YET !!!! Cant Paypal add ??!!!!! wtf...
Anyone know about this ? Has it now been lowered to 750 or something ?! this IS crazy!

Change,Improve the buyer/seller protection policies.
Buyer claims: a limitation per calendar year is not a good choice. There are sellers who never send items and keeps your money. For the buyer, the only way to gain back the money after trying to communicate with buyer, is to do a claim at paypal. As a buyer, the few times I did it, won every case. But the amount of fraudulent sellers were more then expected (almost all 'powersellers' who deliver then suddenly stops, get unregistered and there they vanish - or worse...got registered again at ebay under the same name and does the tricks over and over..unbeleivable. So as I knew from now on, after 'x' claim, I would not be protected, it makes me buy so much less things with paypal (just so you know). Should be an individual investigation, when it's obvuious that seller has frauded more then 50% of recent sales looking at feedback, why should we loose our claim chance (loose 1 claim of that calendar year). If we file a claim (within 45 days) and let's say item shows up, again, the claim should be voided (we would loose again 1 claim per calendar year). Please change these rules.
Seller Porotection: What concerns me more is the seller protection. Boy...buyers frauding is becoming a serious plague. Your 3 rules (so firm - no exception) is insulting.If paypal cannot provide confirmed address for all the countries it takes as a member, right there, you are not protecting us at all. tracking numbers, cost more and asking more on shipping costs, we loose many buyers.
And how can paypal let a member registrating at paypal with his username... obviously, this will not match the credit card name (duh..) . Just to get a chargeback later on. But hey! Paypal is not responsible for chargeback claims and we sellers loose everytime.
Paypal is there on cashing money, favouring the buyers more versus the sellers.
I am becoming very cautious about using paypal. Can't wait for competition unless paypal makes major changes to have fair rules about protecting both buyers and sellers. All that changes were the amount of coverage getting bigger for the buyers...no changes at all for the seller protection which we desperately need right away.

Just try explaining to a buyer that Its not my fault they get an error and that they will have to pay manually. A lot of them think you are trying to scam them.
And ya ya ya, I know they are obligated to pay but some refuse to pay manually for whatever reason. And ya ya ya I know I can file for non payment... bla blaaaaa blaaaaaaa
The point is... dont you people have software coders who can find and fix this problem? If not, hire someone who can...

why does Paypal's currency exchange have to be so horrible and a definite pet peeve for sellers ?
here's an example, i sold an item on Ebay and with shipping included, the buyer paid me $302.99 USD. Ebay's automatic conversion shows it to be around $340 CAD (and XE.com conversion came to around $341 CAD which is fair enough).
so now i recieve payment in my paypal account. FIRST, Paypal keeps $9.09 USD in fees. so now i am left with $293.90 USD
i withdraw it to my CAD bank account and guess how much i get $319.04 CAD !!!(i checked at XE.com and the exchange rate for $293.90 USD gave me $330.21 CAD !!!)
So here paypal first takes its fees and then uses their own "SPECIAL EXCHANGE RATE" to stifle more money out of me. from an estimated $340 CAD all i got was $319 CAD !! thats $21 bucks gone !!! for most sellers including myself thats the margin of profit on a lot of items.
now call PAYPAL, and ask whats up with such a bad exchange rate and the front line reps tell me "THIS IS THE MOST UPTO DATE CURRENT EXCHANGE RATE from the money market !!"
I tell the rep are you kidding me, go check XE.com or x-rates.com and they all show the same exchange rates within the difference of a few cents.
so i ask the rep to visit xe.com for herself and check out the conversion for $293.90 USD and she was stumped when she saw conversion to $330 CAD but paypal only gave me $321 CAD. she was speechless.
so i am transferred to a senior rep. guess what, senior reps are master of the art of *ull*hitting. And they will pretend they dont understand what our point is !!??
So is Bill or Bryan, or whoever is the head of Paypal even noticing the plight of sellers..?!?!

I sold a Dell laptop the high bidder was "James Venn" venn2b2@yahoo.com I was sent an email (FAKE)Telling me that paypal had received a deposit in the amount that he owed and that he was a verified buyer. Only after shipping and emailing them a tracking shipping confirmation the money would then be released... I WASN'T BORN YESTERDAY.....THE EMAIL DID LOOK LIKE THAT OF PAYPAL BUT IT DIDN'T MAKE SENSE WHY IT WOULD ONLY BE RELEASED AFTER THE SHIPPING# OBVIOUSLY IT WAS SO THAT YOU SEND IT AND GET SHAFTED... WELL HE WHO CAN PULL A FAST ONE OVER ME HASN'T EVEN BEEN CONCEIVED YET!!!!
BE VERY VERY CAREFUL NEVER SHIP ANYTHING UNLESS YOU SIGN IN TO PAYPAL AND SEE YOUR MONEY CLEARED....Anything that you have to ship to Nigeria be suspicious and do a few phone calls, don't be affraid to call paypal they will tell you if it is fraud... I don't mean to put down ligit buyer or sellers from Nigeria but it doesn't hurt to double check...
Safe buying and selling...MY 2 CENTS WORTH!

1. PAYPAL does not respond or communicate.
2. PAYPAL protects the purchaser in all instances I have researched. Examples I have been made aware of include transactions that required signature on delivery where the purchaser claimed non-recipt even though a signature was received. A purchaser claimed the goods were not as advertised (shoes size 8.5 stated in listing)a filed a claim because they did not fit!
Based on my experience I have never dealt with a company that has such a lack of regard for it's customers and offers such an unacceptable level of customer service.
I think paypl should recognize it's the willingness of sellers to accept paypal that create it's customer base and you are losing customers each month due to a number of factors such as high fee's, lack of seller protection, lack of communication, and lack of co-ordination with ebal in resolving disputes. It is very interesting that the individual that defrauded me still has an active ebay account (it is not frozen). While some will say "thats an ebay issue," the lack of co-ordinated effort between the two corporate divisions is alarming and in my opinion shows a total disregard for the safety and securiy of your customer base. The number one deterent to on line commerce is fraud and it is everyone's responsibility to report, investigate and litigate all occurences. It is only through this type of vigilance e commerce will thrive and prosper.

This is also a potential Business opportunity for eBay / PayPal.
Recently on one of the other CA Forums a member posted asking for help to alter a file size for something called "Digital Delivery".
What if PayPal accepted "Digital Delivery" Receipts as "Proof of Delivery" of these types of items?
This would mean no more FREE shipping but it could maybe also shut out all Sellers of Fraudulent Items?
Just a thought?
Something that I have never heard discussed before 🙂

I promptly verified my address, but the seller said that the only way to prove the verification, was to refund my money, and start over. Unfortunately for me, on the refund, I received $52.52 less back than what I paid. This was all lost in the additional exchange rate conversion, market fluctuation, and "spread" that occured on the refund.
It is indeed my fault for not having enough smarts to verify my address in advance of the purchase, but it is Pay Pal's fault for not offering a FREE way to prove address verification.
I am so frustrated with Pay Pal's lack of customer service on the issue, that I have no choice but to accept that I was a fool, and simply not use Pay Pal again.
Suggestion: For Pay Pal to offer a way to prove address verification without having to do a purchase all over again. Secondly, Pay Pal should list clearly what fees they will keep for exchange rate conversions. (There is a hidden one in there called a "spread" of 2.5% that they enjoy.)
