I thought, they are no longer allowed shipping for Vancouver!!!

That's as may be. There was a complaint from a Central Canada member just a couple of weeks ago.
Maybe all the workers who were retrained have quit (bad customer service often is related to bad labour relations) and they didn't bother training the new guys.

It doesn't take much to learn that an "unskilled" job actually has a lot of skill requirements.
And your headcanon of how Apple works -- or doesn't-- makes a lot of sense to me.

To be even more dismal, while postal employees have been known not to deliver mail when the job got too stressful, and a very few have even been jailed for theft from the mails, those union jobs have good pay, excellent extended health, the possiblity of advancement, and a pension. It's worth doing the job right, and possible to get sick leave if things get overwhelming.
The gig worker has none of those.
Making the possibility of actual theft higher, especially if the employer is more interested in the gig worker turning up than in getting the delivery done.

On a kinda related note, this is a page from one of my favourite graphic short stories. It's from The Success Story by Archie Goodwin and Al Williamson. The entire thing is quite easy to find with an online search as it's a cult classic:

I don’t think their contract was ever terminated. My impression from what I think was a post from Tyler was that their services were being suspended while their practices were being reviewed or they got their 💩 together or something along those lines.
^this is my understanding as well. I'll see if I can shake anymore details out for us!

I have received tracking information showing a GSP package was successfully delivered by Apple Express; however, it is abolutely not correct. Im unsure what I can do to fix the situation. I have never had ANY issue with ANY other courier.

Your purchase was shipped by GSP, with the last leg being Apple Express.
The tracking shows delivery, but you do not have it.
Was it delivered to the wrong address or have you not received it although it had the correct address?
If it was delivered to the wrong address, you can open an Item Not Received Dispute in the Resolution Centre at the bottom of this page.
Make sure that you say it was a GSP shipment.
State that the delivery address is not your address.
The robots should take it from there.
If the delivery address is correct but you don't have the shipment, there are several possibilities.
That Apple screwed up.
That Apple still has it but said it was delivered already.
That it was collected by someone else in your household and put carefully where it could not possibly get lost.
That it was stolen by 'porch pirates' whether professional or a neighbour (or sadly both).

If it is in KY that's the GSP plant.
Don't ever watch tracking.
If the window for delivery has closed, open an eBay Dispute.
If it hasn't mark the last estimated date for delivery on your calendar and wait.

ZOMBIE POST FROM JANUARY.
The problem with zombie posts is that the information in them may be out of date.
Apple Express does have a terrible reputation.
