Item not Received - International Global shipping - Ebay not helping.

I order some items from a Seller on ebay using the Global Shipping program.
The Seller shipped the items in two boxes to the Global shipping center.

From there the Global shipping Center Created two Packages, but Only one was delivered to me.

The other tracking Global tracking number shows no activity.

 

So I phoned ebay help line about the problem.

The ebay representative  opened a Case for item not received for me, and then assured me I would be refunded if the item didn't arrive by the 24. So I then waited until the 24, and escalated the case.  

 

Now I am getting emails from some ebay representative telling me I should close the case, and instead open a case for item not as described, or missing parts.  I  keep trying to explain to them that the original case was opened by the ebay employee on the help line, but they just keep ignoring that. Also they Keep  telling me generic stuff like "Work it out with the seller".

It's not the sellers fault, and this is suppose to be covered by ebay Global shipping program.

I can't seem to get a refund from ebay, and now my seller is getting mad at me because this stupid Case is holding up their paypal money, even though it has nothing to do with them.

2 Individual listings would almost never move together. Too many places along the way for them to get separated. A problem on 1 or moved to a 2nd container and instant delays.

 

For a FYI perspective, sellers that use GSP for shipping internationally are unable to offer combined shipping. A "perk" of the program. Not a great one though unfortunately. The only way around that would be asking a seller prior to bidding if they would remove GSP from the applicable listings and would consider combined shipping using USPS directly. Entirely at a sellers discretion.

For future reference another backdoor would be asking if the seller would consider updating and combining the listings specifically for you into a single listing. Might cause bells to go off at GSP central due to added "complexity" for the customs paperwork and loss of revenue when it arrived!!! Cat Surprised with tongue in cheek!!

You bought ItemA from a seller and paid.

The seller shipped using GSP.

You bought Item B from the same seller and paid.

The seller shipped it separately using GSP.

Was there a different USPS tracking number for Item B?

Sometimes when sending bulky items to the same address the sender will use one tracking number and mark the boxes "1 of 2" and "2of 2"

 

You received a UPAxxxx tracking number from GSP for Item A.

It has been delivered.

You received a UPAxxx tracking number from GSP for Item B.

It has not been delivered.

The UPA/GSP number shows the shipment is still in Kentucky.

 

 

But Item A is not the problem, and that may be causing the difficulty.

BTW those generic emails can be ignored. They are automatic.

 

When you opened the case, did you say anything about Item A-- the one that is not a problem?

You only want to have a Dispute about Item B.

And that Dispute should have been opened through the Resolution Centre with a request that it be handled by a GSP specialist.

The Resolution Centre is a robot. The GSP specialist may well be a robot too.

This is a Good Thing, because you have to keep it simple with robots which forces us to think clearly.

 

Does your Dispute ONLY deal with Item B?

When was the UPAxxx number attached to your shipment?

Well, actually.

He sub-contracted the shipping to the GSP, not you.

It is the seller's responsibility to use a shipping service that is prompt and secure.

In this case, the GSP was not a good choice.

But it's still his responsibility.

 

 

 

 

 

You are also covered by Paypal.

You have 180 days from Payment to open a Dispute with Paypal. Keep that up your sleeve. It doesn't work well with GSP.

Can you combine shipping with global shipping program?
Therefore, each Global Shipping Program transaction must be treated on an individual basis to ensure that the proper import fees and shipping charges are applied. Combined shipped is not allowed under the GSP. You must ship each item separately.

That is only the case if each item is paid for separately.  If the buyer uses the cart and pays for all items at once, items should be shipped together as the gsp automatically combines the international portion of the shipping.

I have the same problem

I bought a cb antenna and for some reason the seller sent the 62" steel whip in 1 box or "tube" and the rest of the antenna in another box.

They both made it to Kentucky both say cleared customs but only 1 is still traveling to the destination.

The other gives a bogus LPKEN000000xxxxxxxxxx tracking number that cant be found on Purolator the Pitney Bowes site links to.

So as OP, its 1 item split into 2 packages.

While it would be best to start your own post since the two cases do have differences, what is the last estimated date for delivery for your purchases?

On that date, you can open a Not Received Dispute in the Resolution Centre at the bottom of this page, specifying that you need a GSP specialist.

 

That LPKEN tracking number has started showing up recently and the posters (members like yourself) haven't really got it figured out yet.

Except there are still issues if a buyer is shopping on a PC. Not everyone relies on a smart phone to do their shopping. There is no Continue Shopping button unless they open a separate window(s). If the buyer did pay as 1 transaction, did the seller ship as 2 parcels? If they had shipped as 1 there would be those savings on 2nd customs fees. Seller error/oversight and there is no way for a buyer to recover that overpayment. Sellers that use GSP do not use it to save a buyer money on shipping. They use it for their own personal convenience.

Thanks for the tag @reallynicestamps - I'm going to run this one up the flagpole to see if I can get more info. As near as I can tell a single GSP shipment sent in two packages may encounter some unusual processing, but shouldn't be pointing to dead information.

If you ordered on May 7 what was the last estimated date for delivery?

 

If the seller an/or GSP misses that deadline, you have 30 days to open an Item Not Received Dispute in the Resolution Centre at the bottom of this page and most eBay pages.

 

If you missed that deadline, you can still open a Dispute on Paypal for 180 days from payment. The PP Resolution Centre is at the top of your PP account page under Tools.

 

 

However, it appears you have missed both opportunities.

You can try going to the credit card you use to back your PP account and phoning the customer service 1-800 number about a chargeback.

Six months is a long time to wait to chargeback for a $5 item, but card policies differ.

 

Basically, with Not Received Disputes, if the seller cannot prove Delivery (not shipping, delivery) you will be refunded.

But there is a last day to the Money Back Guarantee and you let that pass.

BTW-- that seller seems to have been a hijacked account which has been closed down by eBay.

 

The tipoff is that the member was an occasional buyer for a couple of years, then stopped.  The account then turned into a selling account and had more negs and neutrals for a few weeks (months) before being closed down.

It does not help that eBay no longer gives the date of transactions in feedback, which was a more certain way of spotting hijacked accounts.

You have 180 days after the purchase to claim on PayPal so you can still open an item not received claim there if that’s how you paid.

Go to the https://parcelsapp.com/en site and you can search for the LPKEN #. It's a number that's attached at the Global Shipping center. They will also show what other tracking numbers are used to get to whatever country the package is shipping to.
