Recently I bought from an US seller and he shipped through the Global Shipping Program (GSP).
When the parcel arrived, the item I purhased was missing from the box.
Seller informed me that the parcel was not how it was originally sent and was repackaged.
I do understand that sometimes the package is inspected at the border, but I'm trying to figure out who stole my package. Is it:
1. at GSP warehouse at KY?
2. Custom
3. Last mile courier.
How often does this happen? While the issue has been resolved with the seller, is there somewhere I raise a complain on this so that ebay/GSP can improve?

Hi. Sorry to hear about this. It's not my ballpark but there are a lot of terrific sellers in this forum who can offer advice. Be sure to keep checking your post in this forum. More information would really help.
Keep and photograph the packaging as it was on arrival.
EG: Can you provide the eBay item number? It's on the original listing and it's also in your "Purchase History" file . The tab for that is in the "My eBay" Menu.
As long as the item isn't delivered you can file for an eBay refund or a refund directly from the seller. Look in the Purchase History for the item. The drop down menu is to the right of it. the choice would be "Item Not Received".

If that isn't available it may help to offer the type of item, size, and value. It may be insured if the seller sent it to Kentucky using USPS tracking.

I'd pick #1 as the likely situation. In theory GSP should be responsible for this but you will have to get in touch with a GSP specialist because regular customer service are not well informed on GSP issues.

Added, I missed the part where you are the buyer not the seller.........

If the seller "resolved" the issue it's up to the seller to deal with GSP (or not).

One of my very few GSP purchases was opened and repacked (badly) by GSP. There was a letter in the package noting that this had happened.
The letter had the eBay logo on it.
What indications of opening were on your box?
