GSP (Global Shipping Program), managed by Pitney-Bowes, has all USA parcels cleared through Erlanger, Kentucky. Usually they get assigned a new tracking number at that point.
Check your ebay purchase info, if new tracking not available there,
then send an email to: global.shipping.support@pb.com to see what's happening.

As noted, there are a weekend and a national holiday in that nine day stretch.
So six days from Erlanger KY and no delivery.
Keep in mind, too that tracking shows where the item has been (and been registered) rather than where it is.
What is the last estimated date for delivery you were given by eBay?
If that has passed you can open an Item Not Received dispute in the Resolution Centre at the bottom of this page.
Your seller is ignoring you because her responsibility for delivery ended when your purchase hit the doorstep in Erlanger.
Ignoring you is impolite, but she really can't do anything.

Interesting.
The tracking information shown on the Pitney Bowes website doesn't state that the item was received at the Global Shipping Center in Erlanger.

OP-- Go to the Resolution Centre at the bottom of this page.
Open an Item Not Received Dispute.
You have already tried to contact the seller, so skip that step.
Ask eBay to step in and escalate to a Claim.
If the seller cannot prove Delivery (because of the GSP, delivery to Erlanger*) you will be refunded.
If the USPS tracking service is wrong and the parcel has been delivered to Erlanger...
Hmmmmm.
At that point you should be clicking on Help and Contact (top of this page). You get a phone number and a PIN.
Ask for a GSP specialist to review the case.
GSP is quite good about refunds. They don't take it personally, it's just business.
And if the item arrives later, they don't want it back.
*Don't panic!

Actually the idea was, I think, to make things go more easily and faster. However, I ordered arunning shirt from a seller who ships direct, got it in 8 days. For the psir of shoes I am waiting for, it is stuck in Erlinger KY sin e 4 days. The only purpose of this Global shipping is to RIP-OFF CANADIANS while charging EXHORBITANT fees in customs or import fees. They once made a " mistake' 2+yrs. Ago, accidentally debuting my credit card for all kinds of charges that I had nothing to do with. The people at Ebay WERE EXTREMELY RUDE, telling me they re-created me in same day..idiots..a C C only gets credited DAYS LATER! Actually, zi hope they lost this package of mine, because their customer service..is terrible.

You bought shoes in JANUARY?
It was tracked to Erlanger and the GSP plant, so your seller followed through and is not part of the problem.
Do you mean the shoes have been in Erlanger since SEPTEMBER 9?
Did you get a message from the GSP with a new tracking number?
The USPS tracking your seller used ended at the plant door. GSP has a new number starting with UAxxxxxxxxxx.
BTW-- tracking numbers show the last place the parcel was, not where it is today.

Your item, if it was purchased in September has been in transit for five business days and seven calendar days.
You have 30 days after the delivery window closes to open a Dispute in the Resolution Centre at the bottom of this page.
Unison worked this out for buyers who have not yet received their GSP shipment.
TRACKING SYSTEM FOR GSP
I found this thread today while awaiting a shipment. Once I learned that Pitney Bowes was the relevant company, I was able to find my package's tracking info in about 10 seconds.
Step 1: Go to the Pitney Bowes Parcel Tracker page at https://parceltracking.pb.com/app/#/dashboard/
Step 2: Enter your eBay-supplied Global Tracking number (mine began with UPAA...)
Step 3: You will be shown limited tracking info. In my case, only up to the point the package left the USA and entered Canada.
Step 4: Click on the "Track on carrier's website" link at the top right.
Step 5: You will be provided with tracking on the page of the actual shipping company, in my case Canada Post, with a tracking number in THEIR system.
Problem solved! If only eBay would put a link to in their shiphttps://parceltracking.pb.com/app/#/dashboard/ping emails, this could all be avoided...
