I purchased an item and received and email that said it was shipped and expect by March 12. I scrolled to view status and a thing pops up seller suspended, I don’t know what to do or if it will affect my order. I don’t know who I would contact about this.

Status "shipped" is a fallacy. I've had this happen a few times, and i have never received the item. I think Ebay knows this, and is quite happy that they keep the % seller commission, in the event a buyer forgets to check back. In my experience im getting stiffed by overseas / Asian sellers and there is like a 2 or 3 month window on delivery. But ebay says wait until the window closes.

You are also protected by Paypal and by the credit card you use to back your PP account.
PP's Buyer Protection is available for 180 days from Payment.
The PP Resolution Centre is at the top of your PP account page under Tools.
Open an Item Not Received Dispute.
The first suggestion is to Contact the Seller.
This would be polite, but the only information you want is date of shipping, service used and tracking number.
Do NOT accept an offer of a replacement.
All you want is your refund.
If you don't get an immediate refund, ask PP to step in and Escalate to a Claim.
Tell PP that the seller is Not A Registered User (NARU) which usually speeds things up a little.
If the seller does not prove Delivery (not shipping, delivery) you will be refunded.
The chargeback policy on credit cards vary.
