I purchased an item on November 4th from a seller in New York. The seller shipped it through the International Shipping Program but did not use tracking to ship it to the hub. Will eBay still be able to forward my item to me in Canada? How will they know what to forward without a tracking number?
Also, with the current CP strike, should I mark it as not received?
Any help is greatly appreciated!

I had a similar scenario recently, but the US hub address that the seller sends it to contains an alpha-numeric code next to your name for the hub staff to process.
It arrived without issue in Toronto last week, using one of the non-Canada Post couriers (ASL) once it entered Canada. It apparently bounced around Carol Stream, IL for two weeks under the USPS before being delivered to the hub.
Once the hub processes it, you’ll see it under tracking in your purchase with their new tracking number from the US hub to Canada.

Interesting. I double-checked the "program rules" in the eIS Seller Terms and Conditions and I couldn't find anything that stated that sellers had to send their items to the eIS hub via a trackable shipping method.
However, your seller is unlikely to get the protections that eIS offers without evidence that the item they sent out made it to the eIS hub, so there's that.
eIS doesn't tie the shipping information to the tracking information provided by the seller, though. I'm pretty sure a reference code is added to the shipping address that eBay provides the seller, and that's what eIS uses to check in items. I don't know what happens when the eIS's tracking information tries to piggyback onto a shipment with no initial tracking recording, though.
As for your question about Canada Post, keep in mind that eIS uses other carriers besides ones that use the postal system, so there's a chance your item might be sent out by other means, but if you live in a rural or remote location that's probably not going to do you any good. At any rate, a not-received item is a not-received item, but you can't file a case for one until after the last estimated date of delivery has passed and I suspect that's still a week or so away.

That makes sense. They would need some way of knowing what it is and who to forward it to. There has been no update from eBay regarding a tracking number from the US hub to me so I don't even know if the hub has it yet.
I decided to make an item not received claim as the delivery date has passed. EBay responded a short time later saying a tracking number has been provided by the seller but the seller tells me there isn't one. Seems Suspicious... They have put the case on hold until Dec 6th.

The seller said he does free shipping to the hub and eBay charged me almost $10 US for shipping the rest of the way. Seems Suspicious to tell eBay there is a tracking number but not me. They have put the case on hold until Dec 6th. I will just wait and escilate later, if needed.

Don't worry about the shipping until the last estimated date for delivery has passed.
That was the seller's responsibility until it reached the Hub and eIS's responsibility from there to you.
EIS uses many couriers to make deliveries.
Don't watch tracking.

According to the dot com help page regarding the CP strike there are protections for both buyers and sellers. It also states they have access to additional carriers. Unsure how they are dealing with things if there are additional costs or how hard they are STILL trying to get things to buyers in some sort of timely manner. They are only expecting minor distruptions. 🤣
