ebay policy for INR: "You have 30 days from the estimated delivery date to inform the seller that you didn't receive your item."

What if a listing does not have a delivery date?
example:  Listing for eBay item number: 164276079185 LITTLE RIVER cd
says
"Delivery: Varies for items shipped from an international location"

does ebay offer protection for the buyer for this kind of listing?
when would the 30 day start?

just a bit weary about this kind of listing with whats been happening with the post service

The delivery date will vary depending on where the buyer lives and  the service the seller actually chooses.

When you indicate that you want to purchase a Fixed Price item, eBay's programming can tell you, based on your postal code and the seller's "handling" time and stated shipping service, what the delivery window will be.

If at that point the delivery date is too far in the future, you can decide not to continue with the transaction.

Even in these pandemic times, a delivery window that closes more than 30 days in the future is probably questionable. 

Most delivery operations are badly backed up, working with extremely high levels of shipping, reduced transportation (fewer flights, fewer trucks, boat transport is always slow),  and a workforced dealing with sickness, extended leaves for family care, and workplace distancing that is safe but inefficient.

If you decide to buy and the delivery date is, for example,  July 15 to July 30,  you can open a Not Delivered dispute on July30.

"From an International Location" is tricky.

Where does the seller say the product (not the seller, the product) actually is?

On dotCOM, an "international location" might be Canada.

(Or Singapore. Or Germany. )

On dotCA, an "international location" might be the USA.

(Or Singapore. Or Germany.)

So use Contact Seller to ask where he ships from.

And no reply is a RED FLAG that the transaction may not go well. Move on.

Seller is registered in the US but the CD ships from Hungary?

Seller ships multiple CDs without jewel cases?

Seller states under “payment instructions” to pay a different amount in shipping than what’s stated elsewhere in the listing?

Are you reading the entire listing page?

Under “About this Seller” it says his location is the United States.

In the item description he’s imploring potential American buyers not to pay the shipping charge in the listing.

Given this seller’s track record, I don’t think he’s up to no good, but he strikes me as a seller who does things a certain way strictly for his own convenience and not so much for the buyers’. He may be difficult to deal with in the event of a problem.

Sort of the eBay equivalent of the Comic Book Guy or the Soup Nazi.

If the purchase does not have a defined delivery date, I believe the ebay 30 day protection period begins 30 days after purchase. tyler@ebay 

ebay.com has a shipping bug that does not give proper delivery times -- bug applies to some flat rate non-USA shipping choices.

Hi @heartovermind -  we do offer protection for similar listings! Once you purchase the item  you should be given an estimated delivery date and  your not-received coverage would be for 30 days from the latest estimated delivery date. 

If there is no estimated delivery date available even after you purchase (something that is unlikely), we would use 30 days from they date you made payment. Thanks!

Remember that many Canadian sellers of cheap items (under $100) do not use tracking which costs $12 and up depending on dimensions, weight, and destination.

Those would also not have a set delivery date, I believe, because we are not buying shipping labels through eBay/Paypal/Shippo/ SnapShip,

If a listing does not have an estimated delivery date, there will not be one ever given to the buyer by ebay afaik.   If the seller happens to use tracking it's possible that the buyer then sees an eta from the carrier but  that has nothing to do with when a buyer can open an ebay claim....right?  But as you said, if there is no eta given, an international buyer can open a claim 30 days after delivery. If they are in the same country it is 7 days.

btw Why has there never been an estimated delivery date for Canada on .com if the seller is using the generic international standard shipping?   That means that if I list on .com and a Canadian buys that item, they will not see an eta and because they are in the same country as I am, they can open a claim in 7 days.  Even in the best of times, I think that delivery from Alberta to anywhere east of Manitoba is longer than 7 days.  My shortest delivery times given by CP to   Ontario buyers is 6 business days which means that technically, they can open a claim before the CP delivery date.

My last two purchases on ebay.com did not have a delivery time range. Both were from American sellers. It looks like there is an issue with non-calculated shipping choices.

Perhaps caused by ebay when pandemic adjusting.

There was an announcement of a new service that is being offered in the USA at the end of April. It's called eBay Standard International Delivery. Basically just more secure with guarantees for US sellers and small amount of savings. Sample rates in link. Approx delivery date shows up when a zip or postal code or country are added in check rates.

Trying a low value item test shipment with a seller that uses it for his listings. As per this seller it works out quicker than GSP through a hub (somewhere) then gets forwarded to Canadapost for delivery. Canadaspost processing fees/duties taxes and any delays as per always, at their whim. Will advise when item arrives. (New York to Calgary) (Delivery window July 22 to Aug 11 - 9 to 22 Business Days)
