I am a long time top rated seller.
I received an email from an American in North Carolina (we ship to all US addresses, including his), that my ebay auction, has a message on it that I will not ship to his address.
Upon investigation, all my Good Till Cancelled and Auction listings, only give a shipping price to Canadian addresses. Everywhere on the planet is blank, and I assume those potential buyers are also being told I will not ship to them.
I had a similar experience with a batch of 10 auctions about a month ago. Ebay assured me the problem would be fixed by the end of the auctions - it wasn't. I got much lower final auction prices as a result
I then started another batch of 10 day auctions. This time at least one of them was affected. I discovered the affected auction because a potential US bidder wrote to me asking if he could get me to ship to him! He wrote to me in the last 24 hours, so I was unable to cancel the auction. I started the auction at $9.99 and it was still at that price, even though it was a camera that should get lots of interest, and sell for about $80. I phoned ebay, and they acknowledged the problem, but they refused to end the auction. The item ended for just $15.50 - no doubt because ebay had sabotaged the auction by telling all potential international bidders that I would not ship to them. Ebay did tell me this problem would be fixed within a day or two.
I then started another batch of 10 day auctions. When I started them, they seemed to be working. But now its even worse. All my listings are only giving shipping rates to Canadain addresses, and as far as I can tell, all potential international bidders are being told by ebay in bold Red Letters, that I will not ship to them.
Luckily I have enough time to cancel my auctions, which I will do in the morning after talking with ebay.
Hopefully the solution will be to relist on ebay.com
If you have auctions currently in ebay.ca, I encourage you to look and see if anyone outside of Canada is receiving a shipping rate, and/or if they are being told you will not ship to them.

Currently - none of my calculated listings for .ca are showing any rate for USA at all. I am not the only one - this is widespread to others in the eBay facebook community.
I received no response from eBay for Business Facebook or Twitter @askeBay or @eBay.ca I am requesting a fix.
My flat rate shipping on .com is fine. I have a premium store, am not new and have over 1500 items listed.
Please let the masses know what is going on as well - or at least respond to our inquiries, thank you.

This is not happening for me as a seller. My American and international buyers are still able to purchase and pay and successfully complete checkout via Add to Cart. They are not receiving any error message nor are they being blocked or prevented from doing so. My outside-Canada sales have remained stable and the checkout process is not affected. I'm uncertain as to the reason your experience is different but I can assure you that it is absolutely different from what buyers are experiencing with my listings and my version of this error plaguing all of us who use Calculated Shipping on listings that originate on ebay.ca.

I have the same issue with my listings and I know for the fact that I lost already hundreds of $$ on sales because of this problem. Buyers from the US contacted me and asked why I would not ship to the US, etc.. I think the problem maybe related to Canada Post's recent changes. Not sure if with their price increase they also changed the dimension requirements for the parcel services and these may not match the USPS parcel sizes. It is also questionable if it is Ebay or Pitney Bowes who is in charge of the shipping calculator and is not capable of fixing it. A work around is to use flat rates! It would mean extra work for us (seller) to determine the rates for all the zones, but I guess that is what they are pushing for.

As of Feb 7, 2018 at 11:40am PST, the absence of any international shipping information is still happening. ie problem NOT FIXED
If Ebay thinks you won't ship to international destinations, I wonder if ebay thinks your items shouldn't be displayed in searches by international buyers?

I attempted a test with an item I ship to Canada/USA/Internationally and got the following results comparing my negotiated rate with Canada Post & rates displayed in eBay:

If the current displayed rates in eBay are not guaranteed accurate, how are potential customers confident a seller is not over-charging for postage, never mind the issue with postage rates being unavailable. This also does not factor in customers wishing to purchase multiple of an item and attempting to confirm rates. And as sellers do we have the time to confirm rates to everywhere we ship for every item that we have listed or will list in the future?

Ebay buyers are never assured of that, as sellers can charge as little (free postage) or as much as they want? It's smoke and mirrors.

A difference of 13.99 sounds like a glitch to me. I have a very small handling charge but it's definitely not that much. The handling fee is the same for all services. I just checked a slightly smaller item(200 grams less & smaller box) for tracked service international and it too displayed rate of 67.65. Same difference of 13.99. So rates for tracked service are WRONG. Before this issue came up the displayed rate and final rate were at least close to accurate.

I'm not getting that glitch. My postage rates on Add to Cart are showing what they should be showing based on my 'percentage of Counter Rate' set on Shipping Preferences.
This is the cost of Tracked Packet USA for an item of that size and weight according to the preferences I have set

The rates that the buyers see are retail/counter rates. The rates that you are comparing them to are small business discounted rates. Sellers pay different rates as some pay at the counter, some print their labels online using PP, Shippo or Snapship and some are in higher tiers of the CP small business program. If you want to figure out what your average discounts are for domestic and international parcels then you can set up the calculator to take a percentage off of the retail rates. Or you could take off your handling charge so that the difference in prices serves as handling. It's up to you but there is no way to make it 100% accurate for each seller.

I'm not sure what issue you are referring to in that sentence but I don't think that the TP rate is wrong as there is a big difference for that service when you compare retail and discounted rates. On the CP calculator a 100 gr package to the UK costs $33.33. If you click on the minimum discount tab the cost is $23.40 so that is the max that you would pay with a small business discount. A 200 gr TP would cost $42.49 retail and $29.84 with the minimum discount.

As of today, Feb 9, 2018, this issue has NOT BEEN FIXED.
To give an example of the impact.
My avionsunantiques site, which primarily deals internationally has
2 sales this month so far. 1 to Canada for $40 and 1 to Singapore for $69 (who hasn't paid - probably didn't know the shipping cost when they made an offer).
(for any ebay rep who looks, there are two more sales, and they were done and reverse by ebay reps so they could see the problem first hand)
Compare that to Jan which was $10,022
Ebay.ca is obviously shut down with respect to the effect this issue is having on international sales.

Not fixed on my auctions either. The only change has been US buyers can see shipping charges if they click on “sellers other auctions.” But once in a singular auction they cannot see my shipping charge. This is costing me business. Most my shipping has reverted to International.
If they purchase shipping does show up at checkout. Sometimes shipping is correct, sometimes it is the shipping to my own Postal Code (but the buyers ZIP is in the shipping location line).
eBay customer service has been awful, no options and no solutions and no compensation for their errors.
Someone really dropped the bomb on this one.
