Very sorry - I've tried reading the posts and news and whatnot but generally out of the loop.
My store has been on vacation since early May. Can i start selling again or is Canda Post going on strike/locked out at any time?

Each and every seller will have to decide what to do/how to proceed going forward in the best interests of their business.

Tracked you should be fine. Fine meaning, if Canada Post locks out the carrier, eBay might allow an extension for INRs like they did last time.
Lettermail, you would take a calculated risk. The middle ground if you don't want to take that risk would be Expedited Lite.
I might not ship a $500-$1000 item via Canada Post, but at this point I wouldn't worry about most orders going Canada Post.
I will use UPS when the price is similar, because it seems to be faster and there are no worries about strikes.

Up to you of course. I am shipping with Canada Post with no problem, but nothing listed for the US that is made in China or Hong Kong. Shipments are moving normally across the border as usual and across Canada. Parcel volume is way down at CP so that be why things are moving so well.
My view is that any full strike or lockout will have some advance notice, and then I will go to vacation mode to sort out what I want to keep listed for chitchat shipping.

Neither side has to give further notice, and I don't believe any additional notice has been given in the past. It does seem like neither wants a full strike though.
I'm holding off until we see some more firm direction. I've gotten WAY behind at sorting through inventory and stuff, so I'm using the time to try to get caught up.

I've gone through a couple of canada post strikes, and covid, and one thing I learned during those time is that there are people who take advantage these situations. Luckily, not many people are doing this, but their intention was pretty clear when it's happening. Even some sellers were in on it. As far as I remember, ebay never bothered to extend the delivery time until last canada post strike. It was a big surprise when ebay sent a message saying, "All item not received claims are now on hold", but some people still managed to get their freebies.

I turned Canada Post shipping back on last week because I wasn't selling anything with UPS.
It's a risk. I've acknowledged that. I think there's a fairly low risk of the mail stopping entirely. The union has stated that they won't escalate their strike any more than it already is (overtime ban). The only risk is Canada Post locking them out, but if it hasn't happened yet I doubt it's going to happen. They're back at the bargaining table - this is going to end up going to arbitration and if that happens then they can't strike/lockout anyway.

I turned my eBay.ca store back on a few days ago as well. We've been reading the updates in the forum and I discussed them with my partner and he said that although a strike is possible, it doesn't seem as imminent as I'm thinking it would be, and likely packages shipped now should be delivered if shipped with Expedited Lite (that's what I'm trying to do as much as possible). We discussed that there are only a few sales a week on this account and for the two or three that might be stuck in transit we could manage turning the store off quickly if there's a strike notice (and then keeping customers informed).
On the dot com store I have, the shipping rates are designed to work with Stallion and USPS (even for postcards and small items), so that's how I'm shipping everything out of there and customers are paying appropriate shipping rates for that.
I don't imagine I'd sell anything with UPS shipping so I'm not even bothering with that.
