To ship a 150gm box about 6 inches x 6 inches x 3 inches to Los Angeles to Toronto: $8.95, small packet air.
Same box to Vancouver, no small packet air, Expedited only is $17.89!!!

I believe you must be making reference to Expedited Lite? as "Small Packet" has NEVER been available for shipping within Canada.Small Packet/Tracked Packet is for shipments to USA and International destinations.

Canada Post works with the federal government to encourage exports.
Canada Post works with eBay (and other online sites) to encourage exports.
At best eBay has negotiated discounts from Canada Post counter rates for sellers printing out eBay labels.
Similar discounts are available to members of CPOs Solutions for Small Business and Shippo.com

Just as a matter of comparison, I just purchased a Tracked Packet Label to the USA from CP Snap Ship for an item sold on another selling site>>> item weighed less than 100 g and the label cost $9.66 (compared to eBay's rate of $7+.) > That is not so bad...

It's a frustrating experience selling within Canada. Part of the broken system and why Canada Post is failing.

Canada Post never had small packet. I remember 20 years ago it was $3 to mail a CD overseas, but $11 to mail the same CD (with tracking) to Ft McMurray.

You are located in Mississauga, you have a plethora of options for shipping, Canada post is not the only player, you are not restricted like a seller located in rural Saskatchewan.
I can ship your example package for less than $6 to Vancouver with delivery in 3 - 5 days.
You can too!

it's always been like this. I've always been able to ship small items to Australia cheaper than i can ship them a few hundred miles within Canada.

Small Packet is basically an extension of international letter-post, which is why items sent that way don't have to conform to dimensional/cubed weight standards the way an item sent as a parcel would. Items sent as an international packet have historically travelled in the letter stream rather than the parcel stream, although with mail services everywhere trying to cut costs and make their systems more "efficient," this is changing.
Off the top of my head, I don't know of any domestic mail carrier that allows small to mid-sized items under 2 kg to be sent as an untracked domestic letter.

That was my first thought as well. Stallion or chitchats or Sendle - between them I am sure there is a drop off spot not very far away for anyone in the GTA.

True. They have also put in place a lot of drop spots. For pickup the time window is quite large so depending on where you are located you may not want to leave a package outside the door for pickup over a few hours.

Stallion HQ is in Mississauga (Matheson Road west of the 403)

You are in North York, you are not far from Stallion (probably ChitChats as well). Either of these will give you lower shipping costs (both domestic and International) than Canada Post.
