Getting offers from blocked international locations

So some activity is starting up on a newly created account only shipping to Canada for the moment, but I've had a couple offers from international buyers (I'm checking offer locations before accepting), even though they are blocked in account settings. Could this be due to the fact that they are blocked in shipping policies, not in account settings? Once opted into biz policies you can't block locations in account settings.

I believe that the blocks or exclusions apply to shipping locations, not the country of registration. These offers may be coming from buyers who have a primary shipping address located in a country that’s different from their country of registration.

Where are these buyers registered?

It would be helpful if you posted with this "newly created account" so we could see what is going on.

By 'blocked' do you mean you have their location excluded in the 'Excluded locations' section for the policy?  Or do you only have 'International Shipping' toggled off?

I assume you're referring to the "Block buyers whose primary shipping address is in a location to which I don't ship" option?

Now you need to make sure, either in your shipping policies or listings that you DO NOT have a shipping option enabled for that country AND that in the excluded locations you have all countries you don't want to ship to specifically added.

Yes, I am referring to the "Block buyers whose primary shipping address is in a location to which I don't ship" option. I have one shipping policy applied to all listings that excludes every country but Canada, has been verified before creating this post.

Perhaps these offers came from international members who have an address in Canada. However when viewing the ship to location in the offer sheet, one was from Germany, the other France. Their profiles reflected this as well.

I have to question that... in my shipping policies I have stamps shipping to some countries in Europe, but no shipping option for coins to ship to those countries. If I block them in my settings where we put the excluded countries, it will block them from being able to ship all items to that country.

Yeah, I think that's how it's supposed to work, but when I was testing it on my own listings it often didn't seem to for some reason. Making sure both are in place should reduce the liklihood of any weird bugs. If, for some reason, the block doesn't work, it shouldn't allow the buyer to pay for the item until you send an invoice.

I might block anywhere i really don't want to ship to (like Africa), but leave places I might ship to (like lots of Europe) unblocked and put it in my business policies. It's not the end of the world if I have to ship a coin to Europe, I just tend to get hit with VAT charges on those packages and the buyer has to pay them and gets upset.

Do you have local pickup enabled on the items they are getting past the blocks on?

No local pickup in the shipping policy, verified.

@cottagewoman, I checked one of your completed listings under the ID you used to post here and it has a pretty extensive list of excluded countries in the shipping section.  Are you using an exclusion list on the listings under your new ID?

Since we can't see your listings under the new ID, the only thing I can suggest as a next step is to try viewing your listings as a user from one of the countries you don't ship to.  You'll probably have to change your shipping location when viewing another listing that allows shipping to that location and then switch over to one of your current listings.  Once you're on that listing, check the shipping section.  Does it say that you do not ship to that country, or some other message to the effect that the buyer needs to get in touch with you?

I understand that I'm not posting with the new ID here. The only country that can be selected when viewing shipping details is Canada, as I've blocked every other country. I'll have to check on eBay.de and see if it's visible later on.

I suggested in my previous post that you can get around that by setting your shipping location in another listing and then returning to your listing.  The visibility isn't the main thing; it's what message the buyer is getting about shipping if they somehow stumble upon your listing.  No need to check eBay Germany.

Are you listing excluded countries or regions in your new listings in the same manner as you were for your past listings?

Righton I remember the trick. I just checked, and my listing states in red ' does not ship to Germany '. No other countries can be selected in the drop down box other than Canada.

The short answer is -- you are not required to accept an offer just because someone made it.

You don't have to justify refusing an offer.

You can put a personal Block on the member making the offer, if you wish.

...VAT charges on those packages and the buyer has to pay them and gets upset.

Any European who gets upset has not purchased anything in his local depanneur for the past 25 years or so , and never buys online. I'd dismiss complaints about VAT as some whiner trying to make you feel sorry for them.

Can @cottagewoman or somebody else elaborate on the point about the “ships to location on the offer sheet” as mentioned in your second post? Is it really the “ships to” location or the registration location that the seller sees here?

So far, everything that’s been said about these listings suggests that the only way these buyers would be able to see these listings is if they were searching with a Canadian shipping address on their home or any other eBay site.

Another question - I know these may seem completely noob, apologies but when it comes to selling on .ca I am! -best offers are not requiring instant payment when received, I have enabled that it is required. Perhaps that's due to the fact that as this account is new, there's the 30 day hold?

Well, the only other things I can think of are that it’s either an eBay glitch or else these buyers are seeing your limited feedback, switching their shipping address after finding your listings when they had “Canada” set up as a shipping location when viewing your listings, and are crossing your fingers that you won’t notice that they want the item shipped to their home location.

But I would think that should put the brakes on the offer process.

Do you have country/region exclusions on your listings?
