Keep your eyes open for a listing promotion. Something I haven't seen in ages. May or may not be available for ALL sellers. Posting only as a notice to be on look out for. Details below. Activation will be required.

TERMS AND CONDITIONS
Discount applies to final value fees for qualifying sales. Insertion fees and optional listing upgrade fees may apply.
What is the Promotion?
Sellers (“Sellers) who activate the offer and then list during the Promotion Period, pursuant to the terms and
conditions set forth herein, and list a Qualifying item, will receive a 50% discount on final value fees (“Promotional Rate”) for up to twenty (20) listings that are (i) listed during the Promotion Period (the “Promotion”) and (ii) sold before the listing is automatically renewed for Fixed Price and Buy It Now listings or during the first listing period for auction-style listings.
The following categories are excluded from the Promotion: Business & Industrial, Coins & Paper Money, Gift Cards & Coupons, eBay Motors, and Real Estate categories.
Discounted final value fees will be applied to the total amount of the sale including the cost of the item and shipping, sales tax, and other applicable fees. The discount does not apply to any per order fee charged. All existing selling limits on your account (as well as category and item limits) still apply, and may prevent you from creating the maximum number of listings in this Final Value Fee Promotion. Who is eligible?
The Promotion is available to sellers who: (i) received an email and/or message in My eBay; (ii) activated the promotion from the invitation email or on the Promotion landing page; and (iii) meet eBay’s minimum seller performance standards. Please sign in to My eBay and view your Seller Dashboard to verify whether your account is currently meeting the standards.
This promotion does not apply to items that sellers have listed on non-Canadian websites (e.g. ebay.com, ebay.co.uk, etc.). However, the promotion will apply if eligible Canadian listings appear on non-Canadian ebay sites, for example when sellers select the option to ship globally.
When is it?
This Promotion will begin on February 3, 2023 at 01:00:00 ET and will end on February 9, 2023, at 23:59:59 ET for listings on www.ebay.ca, www.cafr.ebay.ca (the “Promotion Period”).
How do I activate the Promotion?
Sellers will be automatically eligible after they activate the Promotion from the invitation email, the Promotion landing page, or from the Promotional Offers module within My eBay. Sellers must create listings on the Canadian eBay sites at www.ebay.ca, www.cafr.ebay.ca through the Sell Your Item form, Seller Hub, eBay Seller Tools, eBay Mobile applications, and most third-party tools. Please note that the discount may not be shown during the listing process. Instead, the discount will be reflected in the "Seller Account” section in My eBay or Seller Hub, under the Account tab, as well as in your next invoice.
Restrictions & Exclusions
- This Promotion is only valid for listings on the Canadian eBay site at www.ebay.ca, www.cafr.ebay.ca or with an eBay Mobile application in Canada.
- Only registered eBay members with an address located in Canada can receive the promotion.
- The Promotion excludes listings created after -- or scheduled to start after -- The Promotion Period.
- Listings that do not sell before the end of The Promotion Period will not qualify for The Promotion.
- Items that are automatically relisted through the Automatic relist function do not qualify for the Promotion and will be charged.
- Auction-style listings created during the Promotion Period must sell within the first listing period to be eligible for the Promotion; Fixed Price and Buy It Now listings must sell within 30 days.
- All listings must comply with all applicable eBay policies, including eBay’s Duplicate Listing policy that allows for the removal of duplicate fixed price listings.
- Fees for optional features (such as reserve price, subtitle, Gallery Plus, listing in two categories, etc.) may still apply. Additionally, order and international fees may apply. Please note: Not all features are available in all listing flows.
- This offer may not be combined with any other eBay selling promotions.
Promotion is subject to Canadian laws, void where prohibited, not redeemable for cash, has no face value, and cannot be combined with any other final value fee offer. eBay may cancel, amend, or revoke the Promotion at any time, including in response to fraudulent activity.

Thanks devon@ebay although the question was not about when the listing had to be created.
This statement suggests that a listing created during the promotion will be given the fvf credit as long as it is sold before the listing is renewed.
ii) sold before the listing is automatically renewed for Fixed Price and Buy It Now listings or during the first listing period for auction-style listings."
This says to me that if I start a new FP listing during the promotion period and it is sold within the first 30 days of starting, I will qualify for the fvf discount on that item.
BUT
A statement later on in the terms says:
"Listings that do not sell before the end of The Promotion Period will not qualify for The Promotion"
This suggests that the listing has to also be sold within the 5 or 6 days of the promotion. The first statement says that the item needs to be listed during the promotion but it doesn't need to be sold within the promotion time period. The last statement says just the opposite
Which is it?

That's how I read it as that is how it worked in the past. But the terms has contridicting information.

That is not how the promo reads. It says "Listings that do not sell before the end of The Promotion Period will not qualify for The Promotion" Based on that, they have to be listed and sold before Midnight on the 9th.
Hoping for clarification.

Hi Devon, the big question is not about listing during the period, but how long we have to sell the items listed. The wording of the promotion is
"Listings that do not sell before the end of The Promotion Period will not qualify for The Promotion"
Based on that, an item must be listed AND sold before midnight on the 9th. That is pretty tight.

Surprisingly I've received one promoted discount already!
The surprising part is that it was for an item that had been running for almost a year, however the buyer sent me an "offer" on the item yesterday which I accepted yesterday. So apparently an offer shows up in the "accounting" as being a "new listing" to the "promobots".
I'm not complaining of course, it was a $90 item so it saved me almost $5. in fees. About time I caught a break on these promotions!
Now hoping for #2 through #20 promotion discounts 😀

I had the same thing happen to me yesterday when someone wanted to add an item to package with a couple of other things she got. All three items were from before the promo started but when I added the "Make an Offer" to the one she wanted it qualified for the discount. (Note it didn't have the make an offer button in it originally, I added it specifically for her). So yes, it looks like Offers jump them up into the promo period!

For me it was not an automatic renewal, it was a regular listing that I didn't originally have Make an Offer on (I don't usually have that turned on since I've had a couple of times my offers didn't carry over the shipping) but she wanted to add another item to an existing order so I changed listing to add Make an Offer, she accepted then invoiced her. Maybe the addition of Make an Offer during the promo period is what did it?! Like the change made it like a new listing?
I didn't even think about it counting and the only reason I knew is I happened to notice on my Promo count down that I used 2/20 and I went huh? what was the 2nd one and then I looked and realized it was that one. The other items in her cart were auctions she won that had ended during the promo period but listed before so they didn't count of course, but she wanted to add the other and Buy it Now can't be combined (as we know from so many other threads!) so I added the Make an Offer just for her to do it and it applied to that one.

@pjcdn2005 That is a good question, but I don't know. I don't think so but I can't be 100% sure. I don't know a place to look now that it has sold that has the "turnover" date on it.
It does show me making a revision to it on Feb 4th, that was me turning best offer on.

In sellers hub/active listings do you have a start or end time column? That will show you the day of the month that it renews. If it started on the 3rd of a month, it will always renew on the 3rd. So if your listing renews anywhere between the 3 and 9th day of the month, it should be valid for the promo. That's IF this promo works the same way that this type usually works. If you can check the date that would be great as then they would know for sure that renewed listings are valid for the promo.

These sorts of kerfuffles(and others) have been an ongoing uphill battle to interpret with each promo as they are released and figure out the true meaning before the promo ends to fulfill the expectations to have a chance at sucess. Too bad they couldn't be written in non-legal speak!! 30 posts and counting with 2 days remaining on this promo. It shouldn't need to be that complicated from a sellers perspective!!

To be honest I never pay much attention to them, if I see them/become aware I use them but I don't change my behaviours around them.
I am glad that I finally got some $$$ out of one, I still have NOT got any notification for it, if it weren't for frequenting these boards and @flipistics putting up the link I'd be toast as usual for promotions.

@pjcdn2005 the item was listed initially on May 4 2022 so according to that rule, yes it renewed during the promotion, buyer purchased it on Feb 6th.
I'm not 100% sure the always on the same day applies for my really really old stuff, remember I've got things still running that I started in 2010, 2011 I think at some point a few years ago they started renewing on the same day of the month, but before that it was every 30 days so the start day of the month drifted (you'll recall all the threads about over charging etc because of that drift I'm sure!!). I don't remember the 30days to same day changeover point but it was certainly before May of last year so it looks like as you suspected it was a renewed item an not because of the offer!

Quite sure that's how most sellers discover these promo's. Via this board or word of mouth. I only received in my gmail which is much more reliable compared to eBay mail. Same goes for coupons, etc. Just think sellers shouldn't need to jump through a collection of hoops to enjoy the benefits or waste a bunch of time trying.

Oh Please, where are the real listings specials ie. 5000 free listings for the month? Yes, flood the market and the search engines to get to eBay. Many other e-commerce sites offer free listings and charge when an item sells.

then perhaps you shoud consider opening an eBay store to acquire the number of free listings per month that suits your needs... or maybe consider adding other selling sites that accommodate your need if 5000 "free" listings per month is that important to you...

I've been here for 22 years, I never got anything either, checking out the boards periodically pays off...that's how I got it @flipistics put up the link to the promotion for us folks that got overlooked....

I know there was a lot of talk about the timing of the promotion end qualifications and if anyone is still wondering/interested, I had a few auctions that ended yesterday (Feb. 11th after the 9th promotion end date) that were new listings I posted during the promotion period - Feb. 7th (I had listed) and I got the 50% off fees for all of them even though they ended afer! So the key seems to have been to activate offer and list during the period, while I made it in time for some that ended before the 9th I still posted some stragglers and they seem to have made the cut also.
In case anyone else had scurried to put some up (like I had!) they are hopefully still in until they end/renew.
