Here is what is happening.
I sell a vintage radio for say: $100 and the shipping is $25.
So within a week eBay sends me $125.
Then a few days after that they bill me $25 for the shipping.
Is that just not stupid? Why not just give me the $100 purchase price minus the fees and keep the shipping fee - instead of sending it to me then, billing me for shipping that they already had? Dumb!!!!!

You all are missing the point @rosscd57 is making.
They sold an item and $125 was in their account.
They purchased an ebay shipping label for $25 on ebay but ebay DID NOT deduct the money from their balance for the label automatically.
Ebay sent the FULL $125 payout to their bank.
Ebay then billed them many days later for the $25 shipping label.

It is automated.
ebay doesn't know if you are buying the postage from ebay or Canada Post Snapship or you are using stamps.
You now have the money to purchase postage from whoever you want.

Some sellers use Free Shipping, and choose the actual service based on their gut feeling about security.
The same $100 order might ship for $1.94 for a known repeat customer, but for $12 to a new customer who dickered on price.

Yep - you got it. I suppose it would have been useful to mention that my shipping rates are flat fee and do not change.

Totally understand what you are saying= have experienced this same scenario. As an infrequent/occasional/casual seller(as designated by eBay's criteria), and not dependant upon sales for income, I now have my payouts set for monthly, to see if that will eliminate the "need" for eBay to bill me for any shipping costs.I suspect there may still be occasions where the payout and billing process cross paths due to the nature of my "occasional" selling

Do you purchase the shipping after the payment is cleared? You should be able to set your shipping up so that you can purchase a label with those funds at that point, according to information in the weird lavender box on this help page:

If the seller prints the label shortly after the item has been paid, the funds still do not come out of the funds right away. I havent paid much attention to when it happens but I do know it takes at least a couple of days, if not longer.
Canadians do not have the option of where the shipping funds come from. Even though that info is on .ca, it's describing how it works for US sellers, we can't have shipping funds directed to be taken from PP.

Okay, but I was asking about after the payment had cleared, which is a bit different and is what the eBay help page states.
Having said that, I do vaguely recall some posts from sellers who were unable to direct their shipping payments from their pending payouts.
And I guess waiting until payment clears could create some delays in the shipment of the item.

Well - I changed the time for eBay to put funds in my bank accout from one week to one month and that I think should take care of the problem.

Just last week I had a Tracked Packet USA debited 13 days after I purchased it when previous labels were debited within 3 days. I purchased it on April 1st so perhaps a late April Fools joke.
btw...I prefer the monthly payout as well, but not for the inconsistent times for shipping labels being charged. It could still happen the day after payout or perhaps even minutes after payout. I just find it easier to keep track of 1 payout a month and I don't sell hundreds of dollars a day or week so 1 payout looks a bit bigger too LOL.

Why the term "Managed Payments" is a bit of a misnomer. eBay manages when they get paid for services for rendered....Immediately. They manage when you see your funds....At their convenience due to bank lags and processing.
