Which countries qualify for Canada Post Small Packet International?

Hello everyone, 

As a Canadian seller, I like to use small packet international to mail out international orders, but I don't know the destination countries that qualify for it. I checked the website, but couldn't find any list. Does anybody all the countries that qualify for small packet shipping? Your help is greatly appreciated! Thanks!

As far as I know,  small packet air is available to all countries.   I imagine that small packet ground is the same but I would never use that on eBay as the delivery time is too long.

I'm assuming that Canada Post is considering Small Packet to be a parcel service for the purposes of that chart, as they market it as such despite technically being an oversize letter service.
