There are going to be lots of problems and negatives with that insane idea. It is bad enough that USPS doesn't move the items faster. Will it become more expensive? Not looking forward to make sellers life more miserable or pure hell.

Before you decide it's "insane" have you read the actual details or just the press release?

If eBay want to keep up with the competition they definitely need more features like this or their anemic growth rate will end up being negative.
Looking over the plan there are some very good ideas, sellers will be able to tail shipping charges by region which will go a long way to fixing some of the issues with zoned shipping (ie: offer free shipping to sales in your local region while charging for shipping to distant regions.
Also the flexibility to set handling times based on the day of purchase is great for sellers who only ship on certain days of the week.
Of course most of this is applicable only to sellers of new and in demand items where delivery times are critical.

Canada Post Expedited within Canada does show a guaranteed delivery date... sometimes.
If the parcel is not delivered on this guaranteed date.... postage is refunded....
This is not a major promotion with Canada Post..... just a unique reality... sometimes
Not too sure is this option extends to US destinations for certain Canada Post mailing options

One does get the impression that Canada Post delivery can be fast... at times.....
Canada Post may be focused on a commercial/business standard.

I read the article and I came across this statement.
Under the new eBay program, if a product doesn't arrive in the guaranteed time, both eBay and the seller will chip in to refund shipping costs. If an item was shipped for free, eBay and the seller will provide an eBay coupon, expected to be $5, Lawton said. Two-thirds of the products on eBay include free shipping, according to the company.
I sell on .com and cannot guarantee anything. I realise that it is only for shipping from US sellers to US buyers but what it does do is set up an expectation on the part of the buyer.

eBay is looking to guarantee delivery within a specific time interval.
The guarantee could involve all kinds of refunds.... by the seller/eBay
USPS is looking for a faster and guaranteed service.... but if there is a problem USPS makes the mistake, but contributes nothing to the refund of postage...
Canada Post is already offering a guaranteed delivery time period on some postage options..... but the guarantee here is a refund by Canada Post of postage paid if the parcel is not delivered within the guaranteed time period.
In contrast on eBay,,, US... it will be the seller/eBay that will make the refund.....
The seller will put the responsibility of a guaranteed delivery time on USPS..... but in contrast to Canada Post it is the seller/eBay that make the refund not USPS........

Is eBay going to work with USPS to make it possible? From my past experience and knowledge USPS doesn't offer on-time guarantee not even on Express Mail. Canada Post do for Expedited and XpressPost across Canada and XpressPost to USA and International countries for years. Strange that USPS doesn't offer that.

As I read it:
This will be a voluntary opt-in program for qualified sellers -- aimed at those that already succeed at meeting Top Rated Plus standards for eBay,com
Sellers will specify which days they ship (and cut off times) and which areas of the USA the Delivery Guarantee is available for -- if buyer ship location/time range does not qualify the buyer won't be able to use the Delivery Guarantee for their purchase. Of course, that will add to the list of things that the eBay programmers can screwup.
The seller picks the shipping service they use for Delivery Guarantee -- the USPS is only one choice.
...
Sellers who are not part of the program will be at a greater selling disadvantage. Most of my stuff I sell is not time critical, so I don't expect much impact on my sales.

Buyers expectations for delivery in the USA is already TWO days, that's what Amazon, Jet and Wal-Mart and many others offer right now. eBay is going to enable a 3 day guarantee, not quite 2 day delivery but you have a chance to get compensated if it doesn't arrive in 3 days.
It's actually not that hard to offer 3 day delivery within the USA depending on your location.

Amazon's 2 day delivery isn't 2 days. They ship your order tomorrow, then it's two days. So Amazon's 2 day shipping is really 3 days.

Yes, I think this will be the ultimate effect, especially if eBay gives those who do opt in better visibility in searches, etc. Everybody else -- i.e. those who can't afford to participate in the programme -- at some point in the future will end up way down the list. Buyers will come to expect almost instantaneous delivery as a matter of course, and anyone selling from Canada into the U.S. is going to face a real challenge.
The last few words of this statement caught my attention (referring to eBay's plan): "Promoting faster shipping could help it regain customers and revive its slow growth." Just a note for those who keep insisting that eBay is doing better than ever.
