I use eBay Canada to sell on, as it avoids the GSP problems
of selling on eBay.com. (many countries I sell to are now banned for non-GSP sellers)
I'm based in Japan and ship from Japan.
So now eBay tell me I can't get a 20% TRS discount even though I qualify for it.
The reason they give? I'm not a Canadian citizen.
Is that right? I can't find any reference to this on eBay Canada.
Do you really need to be a Canadian citizen to use eBay.ca?
btw. this took over 2 hours on customer support calls to get this information.

Please read both TRS programs carefully and note the differences between the eBay.com and eBay.ca program

Top Rated Seller
To become a Top Rated Seller, you need to meet the following performance requirements:
Have an eBay account that's been active for at least 90 days.
Have a positive Feedback rating of at least 98%.
Have at least 100 transactions and $1,000 in sales with US buyers over the most recent 12-month period.
Upload shipment tracking to your buyer's My eBay within your promised handling time for at least 90% of your transactions with US buyers in the last 3 months. Details below:

eBay.ca:
Canadian sellers can qualify to be Top-rated in two separate programs. They can qualify for the Global program, which measures performance according to sales made to any buyer, and they can qualify for the US program, which measures performance only on sales made to buyers located in the United States.

op obviously qualifies under both criteria, has the plus badge for .com and incredible feedback for selling from japan/listing here

Its weird op says he was getting the discount unless this is new. Its sure easier to find info in the ebay help with goggle then it is poking around ebay

It's a nice idea... but I don't think it will work. The "Registration address: Your main contact address" has to be genuine and has to have a working phone number. Even if eBay are dishonest with me, I can't bring myself to behave in the same way.
Haha, I did not expect you be stickler for silly rules nobody enforces since you are already in violation with your user ID.
Pierre cleared that up for you, the rules say you don't qualify for the discount on Ebay Canada unless you are "Canadian Seller". Since you cannot bring yourself to break the rules, perhaps you will return discounts you collected till now ?

My User ID was from before eBay made the rules about User IDs so I'm allowed to keep it.
ie the rules only apply to new IDs.
I never had any discounts from eBay.ca in the past, I only assumed the same discount would apply if I switched from
ebay.com to eBay.ca

So I'm going to go back to selling on eBay.com, hopefully I'll be able to get my 20% discount again.
As there is no eBay Japan, if I want to sell on eBay I have to use eBay.com or one of the other eBay sites.

must be a new rule. I never heard that before. Very unfair. It's almost racist!
I guess I need to just focus more on my own website and stop trying to play fair with eBay, as they just
make up the rules as they go along... It's all very disappointing.

There is no eBay Japan. I did not know that and even went and checked. That explains why you are getting the discount. They cannot say to sell from your own country.

eBay did try to lauch a site in Japan back around 2000 ~ 2002.
However Japanese sellers refused to pay the eBay fees, (when Yahoo Auctions Japan was free)
so eBay shut the JP site down
in return for Yahoo UK, shutting down. (Giving eBay UK 100% marketshare)
And thus giving Yahoo Japan 100% market and allowing them to later start charging fees.

If that was the reason the OP recieved a disount on .com then I would think that the same would apply on .cs

Yes, that is what I assumed, that the same 20% would apply on ebay.ca
This all started when a regular customer in UAE told me he was blocked from buying from me on ebay.com,
so I had to switch to ebay.ca to avoid the ebay.com GSP blocked countries.
I'm only try to help eBay buyers and play by the rules.
But the ebay rules are clearly not fair or even logical.

Buyers in those countries can not purchase from me.
Are you getting emails from those countries complaining that they are blocked from bidding? Unless you are, then it is just another example of eBay using unclear language.
I wonder if what is happening is that eBay is not allowing those countries to "benefit" from the Global Shipping Program. Certainly PitneyBowes would be nervous about guaranteeing delivery to some of those countries.

I'm not totaly sure what Surplus means by that but my guess is that he referring to clicking on the U.S. flag when you are looking in your dashboard as that will give you info about your U.S. status rather than global status. In case you're not sure where that is.....go to your dashboard and then click on performance (under summary) which will take you to the seller performance page. On that page click on the U.S flag near the top.

Femme, it isn't a matter of unclear language as the blocked countries show on OP's listings and as mentioned earlier, ebay has done this on many of the media categories listed on .com. The OP is saying that those countries are blocked only for sellers that do NOT use gsp.
Some sellers on the U.S. boards have shown how that can't be true but to be honest I can't remember the exact argument. There are links on this thread that might provide that specific info.

The blocked countries ARE GSP eligible countries. THey are automatically blocked for non gsp sellers, listing on .com only, in some media categoreis only. No one has any idea why despite piles of posts on .com about it. THe conspiracy theory is that its to force sellers to join the GSP, but it doesn't make sense its only those countreis with a few categories, with no annoucnement or answer from ebay

And at least one US seller has been able to demonstrate that even with GSP active on a listing, buyers with shipping addresses in GSP-eligible countries are still blocked.

I asked one of my regular and trused customers in Russia to check if they can see
my listings on eBay.ca
They said they can't see them.
So eBay are also using some kind of IP blocking to stop people in Russia and I guess the other blocked countries from buying from me. And the sales figures also confirm this must be true. I used to be selling a $1000 a month to Russia and now it's nothing.
(However my website sales to Russia have picked up a little.)
The whole idea of listing on eBay.ca was a waste of time and money for me.
So ebay must be using IP blocking and also Blocking on the item pages (to stop people who use proxy servers)....

Today, I got a "Best Offer" from a customer in UAE (a GSP banned location), however when I went to reply, eBay just takes me to a blank page. FML (on eBay)

It gets worse... Hong Kong is now added to the banned locations. No sales allowed to Hong Kong is really bad for me.

It's bizarre that ebay has never given an explanation of why these countries are being blocked
