Ebay uses Intecom Express for deliveries in canada. The problem is they don't deliver to where I live and now some how this is my fault. Refund was denied and now they won't respond at all. No package and no refund. what a scam. Any one have any idea's about a next step?

This sort of situation surely must be happening with other residents of Baker Creek who are making online purchases. Perhaps you need to band together and contact the representative for Cariboo Regional District Area I about this. I think you may benefit from having your own postal designation and postal code, even if you don't have your own post office, rather than having stuff addressed with a Quesnel postal code.
But ultimately, your beef is with Intelcom, and unfortunately your story is another one to add to the growing tales of problems with that carrier.
Having said that, some Intelcom agents seem to be more on the ball than others. We had a nice one the other day who bought some stuff from a neighbourhood kid's bake sale. I don't think it was the same one who about a year ago dropped a package off at the wrong doorstep even after calling her to get our location clarified.
You asked in your original post about your next step. If you used a credit card to make your payment, I would try contacting your card issuer and disputing the two charges (the seller's charge plus Pitney Bowes' charge) associated with your purchase. Good luck!
One line in those tracking details makes me wonder(Line 3 from top). What was involved/done with regards to "Customer service intervention is required?" There does not even appear to be a notes area on the label for special delivery instructions.Any packages I've received with Intelcom had no actual way to contact a customer through other means. Amazon packages, when you do receive one don't even bother to include a ship from address. Something that you to be standard with any package received in the past.

Wonder how often refunds are given to buyers when things like shipping weight was over estimated, wrong classification was applied or value was incorrect.

I agree that if you are getting nowhere with eBay or the GSP, it's time to call in your payment processor.
I'd start with Paypal, although I doubt you'll have much success there either, but if you go to your card first, PP will not accept a later dispute, while your card will consider a Chargeback, even if you have been turned down by both eBay and Paypal.
Most cards allow chargeback requests for six months from payment.
I'd also suggest a complaint to eBay about the GSP's use of Intelcom Express through the Facebook or Twitter accounts and also to tyler@ebay

The description "customer service intervention is required" strikes me as being awkwardly translated French, as is much of what comes out of Intelcom. Probably just another way of stating that somebody had to key in return information into Intelcom's tracking database instead of a scan being the source of information.

Amazon is probably trying to keep that information as under wraps as possible. The shipper (which could be Amazon itself in some circumstances, remember) probably has return information on file if necessary, which probably doesn't correspond with the address the item was shipped from, anyway.

Probably as often as extra payments are requested, which of course, is never. The listing page labels the GSP portion of the charges as "estimates" for a reason.
I'm not sure how or why items could be incorrectly classified or have the wrong value applied except for human error at the Global Shipping Center, and I can't see there being any way to catch those sort of flubs unless the shipment an item is part of is flagged for a more thorough customs inspection. My understanding is that the paperwork gets given to CBSA for a quick review and the truck is waved through.

Thanks for looping me in @reallynicestamps! I've gotten multiple reports of this last mile courier's level of service and sent them on to the shipping team for review and action. 🙂

How come when I complained about Apple delivery services and provided the tracking number to support my claim it was promptly removed/censored by a mod (kh-leslie ), but there's nothing done here on this thread about the same thing, while there's a lot more activity and another mod participating?!?
I guess boards rules are not for everyone...

It looks like they removed a tracking number and perhaps other information that they consider personal information from your other thread. They normally do that on any thread posted on these public discussion boards so you weren't being singled out. The rest of your thread is still up.
I don't see a tracking number on this thread although I didn't reread the whole thing again as I read it last August.
Just a head's up, when someone starts posting on a thread that is a few months old they usually close it so if you notice that this thread is closed, don't take it personally. 🙂
