I for one sell in both US dollars (dotCOM)  and in Canadian dollars (dotCA) on two of my IDs and those IDs have both been told to sign up for Managed Payments.

Here's the information that eBay has been hiding about Managed Payments.
I really can't see any reason why this could not have been published for everyone to see before signing up.

Personally, I have closed all my US dollar listings until the question about using an American bank as well as a Canadian bank is cleared up.

 

Even when I worked for various cabinet ministers, we knew most of what we wrote was subject to the Access to Information Policy. 

 

 

How managed payments works

As part of managed payments, eBay will manage the end-to-end payments experience. For example, when a buyer purchases one of your items, eBay will manage the payment transaction, and you’ll be paid directly to your bank account, with no need to transfer funds between accounts.

Buyers can purchase items with credit and debit cards, Apple Pay, Google Pay, PayBright, and PayPal. The experience will be similar to other online retailers, and once you’ve transitioned onto managed payments, we’ll automatically add the following payment methods to your listings:

  • Visa
  • Mastercard
  • American Express
  • PayPal
  • Apple Pay (eBay app and mobile web)
  • Google Pay (eBay app)

Different payment options may appear for your buyers, depending on the device they're using.

Getting paid

With managed payments, you’ll be paid directly into your chosen bank account, regardless of which payment method your buyer chooses. If you sell daily, you’ll receive regular payments into your bank account, typically within 2-4 business days of an order confirmation. You can also select between daily or weekly payouts for your payments.

While we are dependent on credit card brands and banks for payout processing times, we are still looking into ways for our sellers to have more options and even faster access to funds.

Claims, Refunds and Returns

As a managed payments seller, you can issue full or partial refunds for items in Seller Hub up to 90 days after the original transaction, as long as there aren’t any open disputes on the transaction.

Buyers will have the option to submit disputes and claims through the eBay Resolution Centre for most situations. By centralizing resolutions, you’ll have greater visibility into claims and disputes, and can manage them more effectively.

For the majority of claims, returns, and refunds, eBay will continue to follow existing policies, and refunds will be returned to the original payment method the buyer used at time of purchase.

Any refunds, chargebacks, or claim obligations for transactions before you enabled eBay to manage your payments should be handled through PayPal.

Orders and shipping

To ensure your buyers have a great shopping experience, and to maintain your seller level and Top Rated status, you’ll still need to ship orders promptly.

There are no changes to the shipping label program. If you use a third-party shipping platform such as Shippo or are managing labels on your own, you may continue to do so with our eBay Labels Solution. Labels that are purchased with our solution will appear on your monthly invoice.

Selling internationally

You can still ship internationally after transitioning to managed payments. When you’re creating your listing, select that you’re willing to ship internationally (and which countries you want to ship to) and international buyers will be able to purchase your item from eBay.ca. 

If you are a Canadian seller listing on eBay.com, you may continue to do so with managed payments.

Managed payments processing fees

As part of managed payments, we will charge processing fees for each transaction on eBay. 

If you're not a managed payments seller and you receive payments to your PayPal account, then PayPal charges you a payments processing fees for each transaction. You can contact PayPal for more information on their processing fees.

As a managed payments seller, you'll see the payments processing fees for each transaction on your seller invoice. Most sellers will see savings compared to current payments processing fees.

Restricted Items

We are working to expand the types of items allowed by sellers in managed payments, but when eBay manages the end-to-end payments experience, there are additional restrictions on what items can be sold. Once your account has been transitioned onto managed payments, you will not be able to list the following items:

  • Adult only items, including movies and video games
  • Alcohol products
  • Airline, rail and cruise tickets
  • Auction services
  • Bullion
  • Coins & paper money
  • Digital or downloadable products
  • Event tickets
  • Gift cards & coupons
  • Lodging, timeshares, vacation packages, and car rentals
  • Medical drugs and devices
  • Tobacco products
  • Vehicles
Registering for managed payments

Your invitation into our managed payments should be in your email inbox, where you’ll find a link to register for the program.

You can register in a few simple steps to confirm your identity, business information and bank account details. This is to ensure you successfully receive your payouts, when your account is transitioned to managed payments.

After you’ve registered

Once you’ve registered, we’ll notify you by email to let you know when your account has been enabled for managed payments. This can take anything from a few days up to a few months as we roll out the managed payments program. However, you can continue doing business as usual on eBay until we notify you of the transition. We may also contact you if we need to further validate any information.

Your eBay listings will automatically be set up for managed payments so you won’t need to make any changes to your existing listings.

If you weren’t using Seller Hub on eBay before, you’ll automatically be opted in to Seller Hub when you enable managed payments. You’ll also no longer have to go through third parties to find all the information required to reconcile your eBay payments and transactions.

If you use third-party tools to manage listings, inventory, and order management activities, reconciling finances, or issue refunds, there should be no change in how you use those tools when you enable managed payments.

The fees detailed on this page take effect on July 18, 2020, or on the date that your account is activated for managed payments. Please refer to our Selling fees article for information about the fees that currently apply to your account.

We charge two main types of selling fees: an insertion fee when you create a listing, and a final value fee when your item sells.

The amount we charge depends on the item's price, the format and category you choose for your listing, any optional listing upgrades you add, and your seller conduct and performance.

Insertion fees

Every month, you get up to 50 zero insertion fee listings, or more if you have an eBay Store - opens in new window or tab. Learn more about how zero insertion fee listings work - opens in new window or tab, including the terms and exclusions for those listings.

After you've used your zero insertion fee allowance, insertion fees are:

Good 'Til Cancelled listings

Good 'Til Cancelled listings are fixed price listings that renew automatically once per calendar month. We charge an insertion fee and applicable optional listing upgrade fees when you list your item for the first time, and each time it renews. These listings count towards your monthly zero insertion fee listings - opens in new window or tab. Fee amounts are based on the terms in effect when the listing goes live and when it renews.

Final value fees

We charge one final value fee when your item sells, and you don't have to worry about third-party payment processing fees. This fee is calculated as a percentage of the total amount of the sale, plus $0.30 per order.

The total amount of the sale is the entire amount the buyer pays, including any handling charges, the shipping service the buyer selects, sales tax, and any other applicable fees. If you offer 1-day or international shipping as well as a cheaper or free option (like domestic shipping), the total amount of the sale is calculated based on the cheapest domestic option you offer. If you only offer 1-day or international shipping but no cheaper option like domestic shipping, the total amount of the sale is calculated based on the service the buyer chooses.

If you're in China, Hong Kong, Indonesia, Israel, Japan, Macau, Malaysia, Philippines, Singapore, Taiwan, Thailand, or Vietnam and your item isn't located in Canada, the total amount of the sale is always calculated based on the shipping option your buyer chooses.

An order is any number of items purchased by the same buyer at checkout with the same shipping method.

If you need to refund the buyer or cancel the sale, you may be eligible for a credit of the variable percentage portion of the final value fee provided that you refund the buyer in full in resolution of a return or cancellation request. The $0.30 per order fee will not be credited.

Additional final value fees

Buying or selling outside of eBay

If you offer or reference your contact information or ask a buyer for their contact information in the context of buying or selling outside of eBay - opens in new window or tab, you'll be charged a final value fee based on the total amount of the sale even if your item doesn't sell. In this situation, the total amount of the sale is determined as follows:

  • Auction-style listing format: The total amount of the sale is the auction start price, the Buy It Now price (if applicable), the reserve price (if applicable), or the price identified between the buyer and seller, whichever is highest.

Sellers not meeting performance expectations

Additional final value fees may apply on sales in the following circumstances:

  • If your account doesn't meet our minimum seller performance standards for our Global program in the evaluation on the 20th of the month, you'll be charged an additional 5% on the standard final value fees applicable to sales in the following calendar month. Dispute fee

If you are found responsible for a disputed amount as per eBay policies (e.g., chargeback), we charge a $20.00 dispute fee, excluding sales tax, for each dispute.

International fee

If your registered address is in Canada, we charge an international fee of 0.4% to the US and 1% to all other countries if either the buyer's registered address or the delivery address for the item is located outside of Canada. This fee is automatically deducted and is calculated based on the total amount of the sale.

If your registered address is not in Canada, please refer to the fee page for your country of residence for your International fee information.

Seller currency conversion charge

If your registered address is in Canada, when you list on an eBay site with a listing currency different to your payout currency, eBay may convert the value to your settlement currency using a "transaction exchange rate" we set for the relevant currency exchange. The transaction exchange rate is adjusted regularly and includes a currency conversion charge of 3% applied on a base exchange rate. The base exchange rate is based on rates within the wholesale currency markets on the conversion day or the prior business day; or, if required by law or regulation, set at the relevant government reference rate(s). The currency conversion charge will be automatically deducted from your sales.

A dotcom seller who has  been using MP for some months (and has come around to it) replied to a query about how we can actually SEE whether or not a payment has been made.

There is a tab on your seller page right at the top in the middle that says "payments" when you click on this tab. I

t will give you a summary of payouts to your bank account, pending funds and available funds.

Below the summary it will show you each individual transaction as well.

 

It's nice to have that tab available as you can click on it and see any previous payment info, payout info etc all with one click from the seller page.

 

So when an item shows up on your shipping list, you can simply click the tab and then scroll down to see that, that particular item has been paid for.

 

I'm not entirely sure managed payments will allow a buyer to click "paid" however and it show up in the to be shipped items. I can't say with any certainty on that one but I've never really run across that and would be interested to know my self.

Hi @mandicrafts - While there is not currently a process in place to integrate Shippo with managed payments, you are still able to use PayPal to fund labels purchased with them.

 

This is one of the many examples of  conflicting information associated with Managed Payments. (From the earlier(May) Q & A it said using Shippo would not be an issue.)

PayPal will not be getting purchase information from ebay Managed Payments, so it is hard to see how a seller will be able to buy shipping.

 

Shippo will be able to bring across the shipping information, since that will still be authorized for your account (unless you decide to cancel).

yes, problematic since Canadian PayPal users lost the ability to use PayPal for non-transactional shipping labels; whereas I believe USA PayPal users still have the ability to use that feature.

Just wondering-- we can only accept payment through Managed Payments, but our customers can pay through Paypal*, would that allow us to use PP for printing labels?

Fees for Real Estate listings

Fees for Real Estate listings include an insertion fee, a notice fee, and fees for any optional listing upgrades you choose. Real Estate listings can be auction-style or fixed price. You won't be charged a notice fee if:

  • Your item has no bids
  • No bids meet your reserve price, if you added one

Fees for optional listing upgrades

You can enhance your listings to help make them stand out by adding certain features, such as a subtitle, or bold font. The fees for these optional listing upgrades vary depending on your item's price and the listing format and duration. We've outlined the differences below.

If you relist your items automatically in our business tool or by using Selling Manager automation rules, you'll be charged insertion and optional listing upgrade fees each time your item is relisted.

Additional final value fees

You may be charged final value fees if you violate our policy of buying or selling outside of eBay, or we may apply additional final value fees if you are not meeting our performance expectations.

Buying or selling outside of eBay

If you offer or reference your contact information or ask a buyer for their contact information in the context of buying or selling outside of eBay - opens in new window or tab, you'll be charged a final value fee based on the total amount of the sale even if your item doesn't sell. In this situation, the total amount of the sale is determined as follows:

  • Auction-style listing format: The total amount of the sale is the auction start price, the Buy It Now price (if applicable), the reserve price (if applicable), or the price identified between the buyer and seller, whichever is highest.
  • Fixed price listing format: The total amount of the sale is the fixed price or the price identified between the buyer and seller, whichever is higher.
Sellers not meeting performance expectations

Additional final value fees may apply on sales in the following circumstances:

  • If your account doesn't meet our minimum seller performance standards for our Global program in the evaluation on the 20th of the month, you'll be charged an additional 5% on the standard final value fees applicable to sales in the following calendar month. Go to your Seller Dashboard - opens in new window or tab to check your current seller level. This fee does not apply to Above Standard and eBay Top-rated Sellers. For more information, please visit our page on Seller levels and Performance Standards.
  • If your rate of 'Item not as described' return requests is evaluated in your service metrics as Very High in the evaluation on the 20th of the month in one or more categories, you will be charged an additional 5% on the standard final value fees for sales in those categories in the following calendar month. You can view your personalized service metrics on your Service Metrics dashboard - opens in new window or tab in Seller Hub.

Any additional final value fees will be calculated as a percentage of the total amount of the sale. We'll indicate which listings are subject to additional fees on your Account Summary - opens in new window or tab.

Note: If your account isn't meeting our minimum seller performance standards and you're rated Very High in your rate of 'Item not as described' return requests at the time of the sale, you'll only be charged the additional final value fee for not meeting our minimum seller performance standards.

Dispute fee

If you are found responsible for a disputed amount as per eBay policies (e.g., chargeback), we charge a $20.00 dispute fee, excluding sales tax, for each dispute.

International fee

If your registered address is in Canada, we charge an international fee of 0.4% to the US and 1% to all other countries if either the buyer's registered address or the delivery address for the item is located outside of Canada. This fee is automatically deducted and is calculated based on the total amount of the sale.

If your registered address is not in Canada, please refer to the fee page for your country of residence for your International fee information.

Seller currency conversion charge

If your registered address is in Canada, when you list on an eBay site with a listing currency different to your payout currency, eBay may convert the value to your settlement currency using a "transaction exchange rate" we set for the relevant currency exchange. The transaction exchange rate is adjusted regularly and includes a currency conversion charge of 3% applied on a base exchange rate. The base exchange rate is based on rates within the wholesale currency markets on the conversion day or the prior business day; or, if required by law or regulation, set at the relevant government reference rate(s). The currency conversion charge will be automatically deducted from your sales.

PayPal will not be getting purchase information from ebay Managed Payments, so it is hard to see how a seller will be able to buy shipping.

 

I use PP labels for some of my non-eBay sales. Most of these are repeat customers.

Once PP has an address (123@gmail.ca for example) or the customer's name (John Q Smith for example) filling that in on the PP invoice form will allow PP to send it to the customer.

It will be manual- but a few keystrokes usually finds my repeat customer.

When the customer pays the PP invoice, I can buy a shipping label from there.

 

But I don't see anything about a shipping label if the seller did not receive payment through PP.

Even if the buyer used Paypal for the payment.

Remember our customers may also be paying with a credit card, or ApplePay or GooglePay , not PP at all, and we would not know that.

 

This is interesting, including the big ad in the middle.

Hum... how can a seller be responsible for a chargeback? I don't understand this...

A chargeback is for credit card disputes. Based on what I've read, they will handle it the same way as Paypal does.  When someone files a credit card dispute through their bank,  there is a $20 fee to the seller but that fee is not charged if the seller refunds right away without fighting the dispute OR if they fight the dispute and win it.

If a buyer files a payment dispute, and you’re found responsible for the disputed amount, you’ll be charged a dispute fee by eBay. If you accept the payment dispute and issue a refund, eBay will waive the dispute fee, and you’ll be responsible for the refund amount issued to your buyer.

As someone who is not an expert on managed payments I may not be able to address your question in its entirety. If you have been notified to register for managed payments you are able to request a call back from a payments-trained teammate by accessing any of the Help Pages related to payments and using the 'Have us call you' feature at the bottom of the page.

While a buyer can pay you with PayPal when you're registered for managed payments, your PayPal account isn't involved. So while there would be a PayPal transaction in the buyer's account, it would not necessarily mean that your PayPal account would register an order for you to use in printing a label. 

 

I'm not incredibly familiar with their shipping options - can you use their label service without a specific transaction to tie it to?

As a side note you can create Labels manually with SHIPPO. You just have to cut and paste from each transaction detail.  I believe that option was removed in PayPal a few years ago. I've never been able to find the way to link my Solutions for Small Business account to PayPal so I just use SHIPPO and get the same discount I would at Canadapost. ca
