Misunderstood before. Yes this is how the edit page is when business policies get enabled. All listings use the policies instead.
To opt out of business policies:

"You can opt out any time by selecting the Opt out link on the Manage business policies page. Your active listings won't be affected, but if you want to make changes to payment, shipping and returns terms, you’ll need to do that individually on each listing in future. You can also opt back in to business policies at any time; however your old policies will be deleted when you opt out. You will need to create new policies and associate your listings to them using a bulk editing tool if you opt back in."

Happened to me as well several months ago. I don't remember what i did that triggered it specifically. It was a bit of a pain to get it all setup at the time but now that i use them editing listings has become so much easier so it's probably worth the effort to set them up now once and be done with it.
I don't think it's a bug, i know i definetley did something to cause it, i just wasn't expecting it would have at the time but logterm it's been better anyways.

I have tested business policies on several occasions. Each time I did it corrupted my store so was forced to opt out. I had too many listings that needing amending. Does it give you the option to opt out?

Your screenshot has 'Edit Policy'...does nothing happen when you select that option?
(If you have an ad blocker add-on, disable it)

Bussiness Policies workd great for the type of items you sell (same as myself sportscards).
There is very little variation in what your going to be charging to ship for most items, so you really only need like 3-4 policies in theory, and they are very easy to edit and make mass changes to all listings once its up and running (does take a bit of time to merge them all to the proper policy, but once thats done usually smooth sailing)

I do the same, sell similar off an existing listing.
I updated my 4 policies in under 2 minutes and my lettermail rates are back and running for 21K listings.
Definitiley look into it at a later date, I find it quick and easy to work with once its set up 🙂
