What happens now that orders are in the mail with a possible expected delivery date of September 30 and early October, what happens if not received there is no way of knowing whether these items will be received after strike is over. Will eBay delay delivery date?

Yes but...
These rotating strikes in 2018 are having no discernible negative impact on me as an online seller.
My sales picked up the day that rotating strikes were announced, and every single one of my outbound (and incoming) parcels has been delivered on time or ahead of time.
At the moment, this job action by the unionized postal workers is absolutely no big deal.
It's like the most polite strike possible. Very Canadian. I appreciate that.

The question becomes..... Parcels, parcels and more parcels.
Parcels are a major part of Canada Post.... and if there is any backlog, it will eventually be parcels that become a problem
Canada Post promotes the on-line market. We are a part of that on-line market....... It is also very close to Christmas.
The overall population will not be affected to a significant degree, unless they start shipping parcels... but then shipping may not be via Canada Post.
If the rotating strike is not having a major effect on parcels..... then what will CUPW do?
The start was no more overtime.....Overtime would have cleared a backlog... and then what?
CUPW could still introduce a total strike .....

The government appointed mediator is gone today, November 2. The mediator has been a part of negotiations since October 24.
Negotiations continue between CUPW, the union, and Canada Post.
CUPW says that Canada Post continues to say "NO".... In contrast, Canada Post sees some progress....

From the CUPW website .....
After more than ten months of negotiations, the intervention of two mediators and two weeks of rotating strikes, Canada Post is more and more showing its true colours. All of its lofty rhetoric and the image it is attempting to project to its employees and the public are turning out to be nothing more than smoke and mirrors.
It needs to be said: Canada Post talks the talk, but doesn’t walk the walk.

Perhaps the Union is asking more than Canada Post can give. I don’t pretend to know all the ins & outs of this negotiation or what the mediator proposed & who would or would not budge in demands but I do know that I have seen times where union demands are not always realistic for the business model. I expect there needs to be give & take on both sides.

What does a "Total" strike mean in 2018?
At my local post office this afternoon, the counter worker was freaking me out a bit - saying there's a total strike looming...I'd better ship everything express post, and get it in the next few days. She told me horror stories of backlogs, problems and irate people from the last rotating strikes.
At another post office I go to, the lady there was really chillax -and saying "Ah, don't worry about it - if they have a total strike, they'll just be legislated back to work - no biggie!".
So, what will a total strike really look like then? What does it look like for businesses in Canada (including small businesses, like us eBay sellers)? What does it look like for the average person doing their Christmas shopping in the next month or so (especially those that may live in small/remote communities)?
Despite the fact that we can all communicate, do banking, and see and pay bills online, we still rely on the mail for a lot of things where there isn't an electronic option (including a refund cheque that CP is supposed to send me - HOW IRONIC!).
The rotating strikes don't appear to have affected much. My packages still seem to be arriving to buyers in a timely fashion. My online shopping is a different story, however. I live in the Vancouver area, and since most of my online shopping comes from the GTA, it usually takes about a week. Lately, it's been 2 weeks. Not the end of the world right now, but in a few weeks - as our Christmas shipping deadlines loom - people are going to turn irate!
I worry a bit - since I've stocked up on a lot of Christmas inventory. I've already wasted hours and hours with CP trying to get free shipping Tuesday to work - it's gonna be even worse if I have to deal with claims for lost packages! I have no idea about other shipping options, but I guess I should start exploring them.
Anyway - hoping to hear everyone else's thoughts. What do you think will happen and how will you adjust your eBay sales?

Right now we have rotating strikes..... The Union selects specific locations where the postal workers are not working..... They are on strike on selected locations each day...
The mail continue to move, but may stop where there is a rotating strike at a selected location ----------------------
A 100 % strike means all of Canada Post is closed down, all of the workers at Canada Post are on strike.... No mail is moving....
This situation is predicted based on what has happened with previous strikes....
Right now it is the union's choice for a rotating strike....
Eventually Canada Post may find the rotating strikes unacceptable, and in such a situation, based on previous strikes, Canada Post chose to lockout all workers, and we will have a 100 % strike

A total strike means all Canada Post workers are on strike.
No mail is moving in the system.... a 100 % strike

I have sent a note to all my US buyers explaining the strike. Today I got my first “Item Not Received” email. Item was sent 15 days ago, thankfully the buyer is willing to be patient. My items are inexpensive so no tracking. I am waiting for an onslaught of cases opening for INR. I’m sure eBay will do nothing to help us.

tyler@ebay answered this in a Wednesday chat:

confirming that, tracked or untracked, Canadian sellers will have protections.

Does anyway know if they have to give previous notice of a complete strike?

2 weeks of having stores closed of course this weekend I decide to start listing a bunch of stuff I have been building up and really need to get rid of lots of orders to ship out on Monday morning ... Oh hey my district is on strike ... Tuesday still on strike more orders shipped out OK tomorrow it will start flowing to customers boom now every sorting facility in Toronto is back on strike ... 3-4 day delays on orders I'm going to need to start shipping bulk stuff to US sellers to start flowing properly again this is such a disaster .. Only to be followed up by the Union saying Canada post hasn't budged on any 1 of their 50 requests and Canada post blah blah hates all their workers blah blah blah ...

The union workers don't want to have a total strike. Rotating strikes give them a few days off work but they lose pay when they are out, and the union is discouraging workers from picking up extra overtime pay.
They have mortgages to pay after all.
A total "strike" would be a management LOCKOUT.
Managers (who are on salary, and get paid whether the PO is operating or not, making money or not) lock out the workers.
This is what happened in 2011. Management went on strike for 12 days.
And eventually, Parliament intervened and the doors were unlocked.

Checking the last 20 domestic sales with tracking, odd occurrences, out of 20 sales 2 scanned delivered then re scanned out for delivery, 2 have no scans at all, 1 stuck saying processed. 25% parcels open to disputes by buyers.... great thanks cupw

Canada Post has an offer that expires on Nov. 17.
Hopefully it is enough to get the Union to accept, my fingers are crossed.

CUPW says the offer is ... No Go.....Rotating strikes continue.
